mselect is looking to hire a Community Liaison Officer for an international oil and gas operator in Basrah. Candidates must have at least 5 years of oil field experience. English and Arabic fluency is a must.

Role Summary 
Reporting to the External Affairs Manager, the Community Liaison Officer (CLO) represents the Company in the communities impacted by Company operations. The CLO is the face of the organisation to local communities, provides a vehicle for continuous communication and builds partnerships with community stakeholders. The CLO analyses and assesses community needs and facilitates effective community grievance management.

Key Accountabilities      
  • Provides a single consistent/seamless Company “face” to the communities, municipalities and other local/executive authorities
  • Solicits and responds to feedback from communities, municipalities and other local/executive authorities, and parties impacted directly or indirectly by Company activities
  • Facilitates on the ground needs of relevant departments/entities within Company and its projects, operations and facilities
  • Provides support to ongoing Operations and Operations’ planning
  • Advises on and monitors social performance and social development
  • Provides regular reporting on social impacts and risk mitigations
  • Provides guidance on specific / localised community issues
  • Receives and registers community complaints which have arisen owing to Company activities
  • Facilitates dispute resolution processes and tracks the progress of resolutions. Provides constant updates to the complainant on the progress of resolution.
  • Participates in & Implements Community Awareness Programmes
  • Works with community Team in delivering organisational objectives and targets
  • Closely interacts with Security, HSE, and operational departments with regards to community impacts, employment and land access issues
  • Provides assurance that operations are carrying out their responsibilities in relation to social and community aspects 

Criteria & Qualifications
  • Language skills: Arabic & English
  • Extensive experience of working in rural communities in Southern Iraq
  • A good understanding of rural tribal culture
  • A natural problem solver
  • Experience in supervising social development projects
  • Good command of MS Word, Excel, PowerPoint, MS Outlook
  • Good Listener, Communicator, Team Player and Self Motivated
  • Diplomatic and persuasive
  • Ability to work odd hours or overtime if required
  • Ability to work long hours if required
  • Ability to work under pressure with minimal supervision
