Job Objective
The Civil Works Construction Superintendent is responsible for overseeing and managing all civil construction activities related to the Civil construction in Basra, Iraq.
ACTIVITIES
Project Construction Management:
- Oversee and manage all civil construction activities
- Ensure that all civil works are performed in compliance with project schedules, specifications, quality, budgets, and safety standards
- Coordinate with the Construction Manager, HSE Manager, and other relevant stakeholders to ensure safe and efficient project execution
- Supervise and coordinate the efforts of construction supervisors.
- Conduct regular site inspections and meetings to monitor progress and address any issues related to civil work
- Maintain detailed site records and reports
- Ensure the team is equipped with necessary and adequate Personal Protective Equipment (PPE)
- Interface with the EPC Contractor, regulatory authorities, and other stakeholders
- Ensure that the civil works progress aligns with the overall project schedule
- Develop detailed site project schedules and task execution sequences for civil works
- Supervise and provide guidance to supervisors and subcontractors regarding project progress and planning
- Prepare and submit daily, weekly, and monthly reports to the Construction Manager
- Control and report the Site Personnel on Board (POB) daily
- Work with the site planner to build necessary KPIs for civil construction activities and follow up on actual progress versus planned
- Evaluate and approve recovery plans for delayed activities related to civil works
- Manage on-site civil personnel, including monitoring hours, activities, and absences
- Allocate resources effectively to meet critical civil construction deadlines
- Propose site solutions to avoid progress impact and change order requests
- Implement and promote a robust safety culture and procedures for civil works
- Develop and enforce a comprehensive site safety program aligned with company standards
- Ensure all civil tasks are supported by risk assessments and proper control measures
- Supervise and monitor safety practices specific to civil works, promoting the Safety Stop Card program
- Conduct regular site inspections and safety audits for civil works
- Investigate incidents, accidents, and near-misses related to civil works, and implement corrective actions
- Organize site-specific safety orientation and training for all civil workers and subcontractors
- Conduct regular toolbox talks and safety meetings specific to civil works
- Maintain proper safety documentation for civil works, including permits, inspections, and records
- Ensure compliance with safety rules by subcontractors working on civil tasks
- Verify that civil equipment, tools, and machinery are properly inspected and maintained
- Review safety performance metrics for civil works and implement continuous improvement initiatives
- Ensure clear and effective communication between civil teams, subcontractors, and stakeholders on site
- Resolve conflicts and misunderstandings arising from poor communication related to civil works
- Foster a positive and productive work environment for the civil works team
- Resolve conflicts and implement appropriate solutions for civil works issues
CONTEXT AND ENVIRONMENT
- The project site is in Basra, Iraq, and the Civil Works Construction Superintendent is a resident position
- The Civil Works Construction Superintendent ensures effective site management, scope execution, planning, safety, construction cost, quality, and schedule commitments for civil works
ACCOUNTABILITIES
- Ensure civil construction activities are performed without Lost Time Injuries (LTI), as specified, without major non-conformities, on cost, and on time
- Define and achieve relevant KPIs for the civil construction phase
- Minimize exposure to claims from the EPC Contractor and ensure optimal civil construction outcomes
- Promote HSE awareness and ensure compliance at all levels for civil works
- Demonstrate exemplary behaviour regarding HSE rules and requirements for civil works
KEY QUALIFICATIONS
- A bachelor’s or other similar degree in civil construction/ Engineering
- 7-10 years of progressive experience in civil construction site management
- EPC background and experience with a minimum of one project construction completed
- Knowledgeable on international standards and best practices in civil construction
- Familiar with environmental legislation and good industry practice in civil construction works
- IT proficiency, particularly in MS Word and MS Excel
- English and Arabic
