mselect is looking to hire a Commercial Lead for a construction client in Basrah, Iraq. Candidates must have at least 7-10 years of experience in tendering, cost estimation, and commercial roles within the civil and mechanical EPC industry. Fluency in English and Arabic is a must.
Job Purpose
The Commercial Lead manages the RFQ process and is the main contact person inside and outside the company. This person ensures that all steps in the tendering process are followed correctly and on time. The role requires strong experience in tender costing and working with different teams to prepare accurate cost estimates.
Key Responsibilities
RFQ Registration and Tracking:
- Register all RFQs in SAP and promptly notify relevant stakeholders
- Maintain and continuously update an RFQ log sheet to ensure clear tracking of submissions and progress
- Organize and lead RFQ kick-off meetings, assigning responsibilities to each department
- Conduct a thorough review of RFQ requirements, covering both technical and commercial aspects
- Develop a Matrix of Responsibilities (MoR) to outline the roles and contributions of different teams in the tender preparation process
- Prepare general tender documents and collaborate with different departments to collect project-specific documentation
- Monitor the progress of tender documents to ensure timely completion and submission
- Compile, format, and finalize the tender package in strict compliance with RFQ guidelines
- Gather cost inputs from various departments and consolidate them into a structured Cost Estimate Sheet
- Prepare accurate cost estimates for tenders, ensuring competitiveness and profitability
- Act as the primary liaison with clients regarding RFQs, ensuring clear and professional communication
- Raise any required clarifications with the client and relay responses to internal teams efficiently
- Ensure all submission requirements, including formats, documentation, and deadlines, are fully met
- Address any client queries after submission and provide additional information as needed
- Track and follow up on feedback from clients, ensuring timely responses and updates
- Maintain detailed records of all RFQs and tenders
- Generate periodic reports for management review, providing insights into tendering activities and opportunities for improvement
Requirements
- Bachelor's degree in civil engineering
- At least 7-10 years of experience in tendering, cost estimation, and commercial roles in the civil and mechanical EPC industry
- Strong background in tender costing
- Experience handling RFQs, tenders, and commercial negotiations
- Ability to work with clients and internal teams
- Tender Costing Expertise: Strong ability to estimate costs and prepare accurate tender pricing
- Project Coordination: Ability to manage multiple RFQs and work with different teams
- Technical & Commercial Knowledge: Understanding of tender documents and costing strategies
- Analytical Thinking: Ability to review RFQ requirements and identify risks and opportunities
- Communication & Negotiation: Strong skills in working with clients and teams
