Key Responsibilities
- Provide technical support and assure operations team in the instrumentation &, control systems, and telecommunication engineering for the assigned projects, to achieve the required technical quality and integrity of work while considering projects, operations, maintenance, asset integrity, HSE, ICT, cyber security requirements and objectives in terms of safety, time and cost
- Provide support to senior instrument engineer for implementing upgrade projects
- Assists the senior project engineer in developing a commissioning strategy and commissioning execution plan
- Responsible for coordinating and executing control system commissioning activities, and systems completion activities required at the site as per the commissioning plan
- Ensures alignment with project engineering, construction, quality, procurement and start-up/operations
- Assists in the seamless transition of the facilities from project to operations
- Coordinates and interfaces with operations & maintenance to ensure construction and operations are fully conversant with commissioning strategy, commissioning plan and the completion of the system
- Monitors static and dynamic commissioning activities, and assists in the resolution of systems completion-related M&P issues to ensure satisfactory quality is attained
- Coordinates systems completion interfaces between various parties to facilitate successful commissioning and hand-over
- Supervise commissioning activities, participate in line walks, and witness inspections to ensure that work is conducted safely and properly in accordance with the commissioning plan
- Coordinates the contribution of the project construction team during the commissioning execution
- Under the general supervision of the commissioning engineer, make the decisions on the project issues within the framework of respective contract documents and client procedures/guidelines, in close coordination and concurrence with the project team and senior project engineer
- Accountable for efficiently coordinating control system pre-commissioning & commissioning activities in accordance with QP policies and procedures
- Frequent long working hours may be required which include outdoor fieldwork
- Exposed to multi-disciplinary, multi-cultural environment requiring special coordination and expediting skills
- Attend site survey, pre-tender meetings, management meetings and FAT/SAT/RA/HAZOP for the assigned projects
- Identifies potential hazards during engineering activities (as applicable) such as document review, design safety review workshop, HAZID, ENVID, HAZOP, QRA, FERA, etc, participate in technical meetings, commissioning activities, FAT/SAT, plant pre-start-up safety audits, performance tests raise punch lists and encounter issues that are instrumentation system control and cover a broader range involving the technical aspects of the discipline, personnel, scheduling activities, etc
- Deal with both routine and complex issues requiring good problem-solving skills
- Analyze and resolve contentious issues relating to various instrumentation projects managed and supervised
- Carry out diagnostic and troubleshooting activities, and forward relevant reports with recommendations to line management
- Encounter situations where several solutions may be possible, requiring good analysis, reasoning, and judgment to resolve complex problems
- Interact and interface with contractors, and other projects/departments regularly to identify and resolve problems for one or more projects
- Appreciation of asset holders’ operational and maintenance requirements, and contractual requirements, including awareness of client interests
- Liaises with engineers of other divisions of the department such as operation, maintenance, safety, and inspection for execution interconnection and tie-in required with existing system
- Provide supervision/co-ordination of control and instrument modification work undertaken by external consultants/contractors
- Participate in the work of mandatory safety checks, including testing and checking of the system and units, integrity of hazardous area equipment
- Ensure scope preparation completeness review and hands-on experience in DCS, ESD, fire & gas, SCADA systems, SIL ratings, SIF, field instrumentation, cabling, junction boxes, local control panels, field HMIS, transmitters, detectors, vibration probes, thermowell, fibre optic cables, communication converters, metering systems, field panels, control valves, loop checks, marshalling panels, system cabinets, PLC cabinets, CPU IOS, MODBUS, operator consoles, PAGA system, RTU, RF, microwave radios, switches, servers, NTP servers, GSM modems etc
- Verify and review technical design documents in accordance with approved standards and to meet operations, maintenance, asset integrity, HSE, ICT and cyber security requirements
Requirements
- Bachelor’s Degree in Instrument & Control Engineering Chartered Engineer status or equivalent is preferable
- Plus, relevant courses in Instrumentation, Control and Safety Systems
- Possess good communication, and presentation skills and fluent in English language (oral & written), also computers literacy is essential
- Minimum of Ten (10) years’ experience in Control & Instrument Engineering and maintenance works in the Oil & Gas/Petrochemical industry with at least Five (5) years’ experience in the design and development of Instrument & Control Projects
- Experience in implementation and maintenance of Distributed Control Systems, Pneumatic Control Loops, Electronic Instrumentation, Fire and Gas Systems, Emergency Shutdown Systems, PLCs, Plant and Personnel Safety Systems
- Good knowledge of various field instrumentation, including Analytical equipment, Vibration and Package Control systems
- Experience in managing, controlling, and coordinating multiple workforces, contractors etc
- Awareness on Cyber security and Qatar Civil defense requirements
- Exposure to international consulting companies, and EPIC contractors with projects’ pre-commissioning, commissioning, start-up and Hand-over activities is an added advantage
- Skill/knowledge of International, Shell DEPs and/or QP standards related to his area of expertise and Design Software related to Instrument & Control Engineering

- Possess sound fundamentals in his discipline area Shall possess very good technical skills in his discipline
- Good knowledge of engineering and instrumentation standards, quality control, safety, and environmental awareness
- Ability to interpret methods statements, construction schedules and drawings
- Good supervisory, planning and coordination skills
- Good communication and report-writing skills
- Ability to highlight potential bottlenecks/problems
