mselect is looking to hire a Community Liaison Officer for an international energy client in Basrah, Iraq. Candidates must have 10 - 15 years of relevant experience. Fluency in English and Arabic is a must.

JOB OBJECTIVE
  • Stakeholder engagement is a key contributor to technical and non-technical risk management. Identifying, engaging early and clearly with all relevant stakeholders helps manage expectations and avoid risks, potential conflicts, and projects delays. The Community Liaison (CLO) acts in a critical role as the interface between the Company and local stakeholders
  • In addition to its high visibility at national and international level, Project includes a significant footprint deploying projects and a 3D seismic survey. Several villages & farm lands are located within the Project area of influence with populations highly dependent on land and natural resources for their livelihoods, anticipated impact on land is mainly economic displacement.  The Project will generate high expectations within the communities and the local authorities, both governmental and traditional, requiring considerable engagement with local stakeholders to develop and maintain a relation of trust and ensure activities conducted have been pre-screened to minimize impact on communities and their livelihoods
  • The Community Liaison Officer (CLO) is responsible to maintain good relations between COMPANY and members of the communities within and nearby the Project sites. He/She facilitates the negotiation processes and provide support in resolving conflicts
  • Responsible for facilitating conversations between relevant community members and maintain good relationship for Company with the communities near and around the project work sites
  • Responsible of providing support on activities related to Permits, Consents, Licences, Notification to Authority
  • Responsible of providing support activities related to Project Engineering Including Interface Management
  • The job holder reports to the Interface Manager and will ensure, as required, the reporting of his/her activities
  • Preparing daily, weekly and monthly reports to support COMPANY management to maintain healthy relationship with communities and ensure no adverse impact on project KPIs

ACTIVITIES 

Internal:
  • Conduct internal land use pre-survey at requirement expression stage (requisition) to aert.
  • Implements in the field the Community Relation plan specific to the different surveys for the Project
  • Maintains an updated listing of local stakeholders in its area of duties with a special focus on Project Affected people (PAP), vulnerable groups and local influencers
  • Contributes to the local stakeholder mapping exercise
  • works closely with projects teams, operational & support teams and Contractors for ensuring minimal delay or disruption, respect and good relations with communities
  • Liaises with Surveys Contractor(s) on day-to-day issues that arise as a result of construction activities and weekly during tool-box talks to align on messaging and disclosure plans
  • Works with management and Affiliate community’s relation team to support and measure the quality and the effectiveness of the engagement program
  • Assists in building the Company’s intelligence about its stakeholders, by gauging stakeholder support for the Project and timely identification of stakeholder-related weak signals.
  • Coordinates with Grievance Coordinator and supervisor on specific grievances, issues or concerns in the area of duties that require remediation and follow-up; as well as carries out eligibility assessments for grievances that require follow-up
  • Maintaining an up to date contact list of all relevant community tribal elders/influential members/residents, elected officials, City district officers, Stake Holder Authorities liaison / Field Officers etc.
  • Maintaining issues log for the project, chronicling all relevant complaints, questions and concerns received from the community.
External:
  • Starts or continues building relationships with stakeholders, and captures their expectations and concerns regarding Company and Contractor activities
  • Organizes local community engagement: consultation, negotiation, disclosure meetings, etc.
  • Engages with the full range of different tribes present within the area to allow for effective consultation within all communities.
  • Ensures attention is paid to those in communities who are vulnerable, such as elderly, children, female-headed households, to understand their specific needs
  • Maintains specific engagement program with Indigenous communities, specifically Bedouins who are known to live seasonably within the Project AOI
  • Manages the longer-term relationship with communities and ensures that local stakeholders are appropriately informed of the ongoing and future construction and operational activities
  • Supports Land Access team in their field activities to acquire access to land and implement the livelihood restoration plan. This includes engagement with different land users
  • Monitors community attitudes toward the Project and ensures relevant information is reported to hierarchy
  • Records and transmits all community grievances to the Grievance coordinator, including those that are handled on site and do not require additional follow-up
  • Walk the site every day to understand status of the project and be available to workers to discuss current issues and foresee upcoming potential disruptions
  • Identifies unanticipated impacts, report these to hierarchy along with the proposed mitigation measures
  • Identifies possible opportunities to support initiatives benefiting local communities and include them in its reporting
Reporting:
  • Ensures all stakeholder engagements, stakeholder concerns and expectations, stakeholder grievances are reported on a daily, weekly and ad hoc basis
  • Provides monthly analysis on key themes, recurring issues and the stakeholder group raising the issues, and provide an analysis of the attitude and tone of issues
  • Ensures all commitments during stakeholder engagements are recorded in the Stakeholder Management Database and delivery and close-out of the commitments are tracked
  • Promptly reports on weak signals that represent potential risks to the activities, infrastructure, or reputation of the Company
  • Contributes to monthly grievance reporting to ensure all issues and resolutions are properly recorded

ACCOUNTABILITIES
  • Contribute to     the rigorous implementation of guidance procedures, processes, and communication material for an adequate management of stakeholders
  • The contribution in update of stakeholder mapping and inter-relationships
  • The coordination with contractors to ensure a robust grievance mechanism is in place and local stakeholder concerns are managed
  • Demonstrating an exemplary behaviour regarding compliance & corporate values
  • Act in the best interests, whilst adhering to Company and Affiliate Policies
  • Demonstrate personal commitment to HSE and to the values and principles of the Company Code of Conduct
  • Supports all the activities related to Stakeholder Management
  • Report and maintain cases of disruptions and provide foreseeability of any potential disruption issue before time with mitigation recommendations.
  • Support Management for quickly resolve the conflicts

KEY QUALIFICATIONS
  • Engineering degree or equivalent in relevant discipline
  • Minimum 10-15 years of experience of Community Management in Oil & Gas Industry with large scale projects & complex environment, with a good understanding of government relations and maintaining and control of documents and information flow
  • Experience in Southern Iraq region is appreciated
  • Arabic as mother tongue and Fluent in English (speaking and writing)
  • Ability to work independently and meet strict deadlines
  • Strong communication, presentation and negotiation skills
  • Good organization and coordination skills, anticipation, discernment and responsiveness
