mselect is looking to hire a Construction Supervisor – Civil for a national oil and gas operator in Doha, Qatar. Candidates must have a minimum of 10 years of relevant oil and gas industry experience in a similar role. Fluency in English is a must.

Key Responsibilities
  • Supervises and controls site construction/installation of works associated with oil and gas process plant and pipelines, undertaken on a capital basis, in client’s operational and non-operations areas as assigned, covering civil construction & testing duties
  • Co-ordinate pre-commissioning activities and assist during commissioning of facilities
  • Initiate ITR-A, ITR-B, ITR-C, punch list, construction completion certificates CCC, mechanical completion certificates (MCC and facilitate the issuance of project completion & discharge certificates
  • Inspect construction works and materials in accordance with project quality plans and inspection & test plans (ITPs)
  • Supervise the epic contractors during the execution of construction activities
  • Participate in reviewing of design drawings, method statements, material requisitions etc
  • Supervise and co-ordinate mobilization of contractors to site and as per schedule
  • Supervise and approve construction activities and co-ordinate various aspects of project construction including inspections (RFI’s), material approvals, checking validity of site working drawings and processing construction related documentation as required
  • Carryout daily checks on contractor’s staff and work executed to ensure compliance with prescribed contractual obligations and specifications
  • Reporting to direct supervisor any work anomalies or contractual deviations committed by contractor personnel and recommend corrective actions
  • Review and endorse work permit on behalf of client and ensure that contractor’s compliance with permit to work systems and safety policies and requirements
  • Participate in development of as-built drawings/documentation
  • Prepare punch list for finished work prior to hand over to client by contractor by paying special attention to all EHV equipment including quality checks
  • Works closely with client construction supervisors (mech/arch/civil/pipeline)
  • Report to senior construction supervisor on main issues, events at site, progress reporting, trends, and recommendation for improvement
  • Accountable for supervising contractor’s work that is in progress, inspecting work, reporting problems, and preventing accidents occurring because of negligence, by enforcing client safety standards on the work site
  • Liaise and report with the qc inspector on quality related matters
  • Liaise with the HSE team on safety related matters
  • Coordinate with discipline construction focal point & supervisor activities throughout the construction of multi-discipline projects, including chairing the weekly construction progress meetings, site document control, and liaison with different discipline supervisors, senior project engineers and personnel of other departments
  • Review the project planning and scheduling for projects during the construction phase, identify any construction slippage, and assist in optimizing the contractors' resources
  • Review construction method statements, pre-commissioning procedures
  • Review and endorse RLMU’s as-built drawings and construction dossiers
  • Ensure that client’s safety regulation is implemented by contractors as per project safety management plans and state of Qatar's environmental and other regulations
  • Inspect construction works and materials in accordance with project quality plans and inspection & test plans (ITPS)
  • Co-ordinate with concerned parties to resolve routine site issues and refer technical queries to senior construction supervisor
  • Update daily and weekly construction progress reports for assigned projects and verify contractors' progress statements for accuracy
  • Attend weekly progress meetings for assigned projects

Requirements
  • Higher national certificate (HNC) level in an engineering discipline or equivalent plus relevant courses in safety, quality and construction or BSc/diploma in civil engineering discipline from a recognized university or a diploma in relevant engineering discipline
  • A minimum 10 years in oil & gas projects
  • 10 years in civil engineering discipline related to brownfield, stations, refinery and cross- country pipelines in oil & gas industry and in pipeline onshore projects
  • Conversant with national & international engineering codes, standards/specifications
  • Ability to work within a diverse cultural environment with interpersonal/team building skills
  • Good command of the English language (oral & written)
  • Good communication, report writing and negotiation skills
  • Exposure and knowledge of industry QSHE requirements
  • Good supervisory, planning and co-ordination skills
  • Understanding Pipeline and Station Piping Construction requirements and interface with other construction disciplines
  • Computer literate in appropriate software
  • Ability to highlight potential bottlenecks/problems and develop and implement solutions
  • Ability to manage multi-national and multi-cultural contractors
