Key Responsibilities
- Co-ordinate pre-commissioning activities and assist during the commissioning of facilities
- Initiate ITR-A, ITR-B, ITR-C, punch list, construction completion certificates CCC, mechanical completion certificates (MCC), taking over certificate (TOC), acceptance certificate (AC), and facilitate the issuance of project completion & discharge certificates
- Inspect construction works and materials in accordance with project quality plans and inspection & test plans (ITPS)
- Supervise the epic contractors during the execution of construction activities
- Participate in reviewing design drawings, method statements, material requisitions etc
- Supervise and coordinate mobilization of contractors to site and as per schedule
- Supervise and approve construction activities and co-ordinate various aspects of project construction including inspections (RFI’s), material approvals, checking the validity of site working drawings and processing construction-related documentation as required
- Carryout daily checks on contractor’s staff and work executed to ensure compliance with prescribed contractual obligations and specifications
- Handle all aspects of electrical/instrument construction activities including site investigations, site surveys etc
- Supervise and manage installation earthing and lightning protection works
- Supervise installation of lighting and small power works
- Supervise cable tray installation, fire alarm system cable laying and termination works
- Co-ordination of finalizing cable entries, cable routes, cable diversions etc
- Manage and supervise cable tray installation and instrument control & power cable laying and termination works
- Supervise fibre optic cable installation and splicing works
- Supervise installation of fire alarm control panels, repeater panels and mimic panels
- Supervise installation of control junction boxes and panels
- Good knowledge of reading and understanding equipment layout drawings
- Overall coordination with mechanical works, HVAC works, fire alarm & loss prevention system works, building services works etc
- Cable termination and loop checking
- Witness sat pre-commissioning activities for equipment
- Maintaining a daily record of progress (daily progress reports) highlighting concerns
- Reporting to the direct supervisor any work anomalies or contractual deviations committed by contractor personnel and recommend corrective actions
- Review and endorse work permit on behalf of the client and ensure that the contractor’s compliance with permit-to-work systems and safety policies and requirements
- Participate in the development of as-built drawings/documentation
- Prepare punch list for finished work before hand over to the client by the contractor by paying special attention to all EHV equipment including quality checks
- Works closely with other client construction supervisors (mech/arch/civil)
- Report to senior construction supervisor on main issues, events at the site, progress reporting, trends, and recommendations for improvement
- Accountable for supervising contractor’s work that is in progress, inspecting work, reporting problems, and preventing accidents occurring because of negligence, by enforcing client safety standards on the work site
- Liaise and report with the QC inspector on quality-related matters
- Liaise with the HSE team on safety-related matters
- Coordinate with discipline construction focal point & supervisor activities throughout the construction of multi-discipline projects, including chairing the weekly construction progress meetings, site document control, and liaison with different discipline supervisors, senior project engineers and personnel of other departments
- Review the project planning and scheduling for projects during the construction phase, identify any construction slippage, and assist in optimizing the contractors' resources
- Review construction method statements, pre-commissioning procedures
- Review and endorse RLMU’s as-built drawings and construction dossiers
- Ensure that the client’s safety regulation is implemented by contractors as per project safety management plans and the state of the client’s environmental and other regulations
- Inspect construction works and materials in accordance with project quality plans and inspection & test plans (ITPS)
- Co-ordinate with concerned parties to resolve routine site issues and refer technical queries to senior construction supervisor
- Update daily and weekly construction progress reports for assigned projects and verify contractors' progress statements for accuracy
- Attend weekly progress meetings for assigned projects
- Supervises and controls the E&I site construction/installation works associated with oil and gas process plant and pipelines in the client’s operational and non-operational areas as assigned, covering all aspects of ELECT/SCADA/TELECOM construction & testing duties
Requirements
- Higher national certificate (HNC) level in an electrical/electronic engineering discipline plus relevant courses in safety, quality and construction or BSc/diploma in a civil engineering discipline from a recognized university
- 10 years in oil & gas projects
- 10 years in electrical/electronic engineering discipline related to brownfield, stations, refinery and cross-country pipelines in the oil & gas industry and onshore projects
- Conversant with national & international engineering codes, standards/specifications
- Must be familiar with the following electrical systems (MCC, PCC, substations, LV/MV/HV switchgear, capacitor banks, transformers, ups(AC/DC), distribution boards, earthing, lightning protection works, FOC
- Must be familiar with the following instrument systems (DCS/FGS/ESD/ICSS/PLC, SCADA, field process instrumentation, fire and gas/fire alarm systems, HSSD, analysers)
- Must be familiar with the following telecom systems (CCTV, PAGA, hotlines, structured cabling, emergency siren systems, IP phones)
- Ability to work within a diverse cultural environment with interpersonal/team-building skills

- Exposed to testing, pre-commissioning, testing and commissioning of new facilities in a brownfield environment
