mselect is looking to hire an HR Specialist for a Healthcare client in Basrah, Iraq. Candidates must have a minimum of 10 years in HR management roles, preferably in the medical or healthcare sector, and at least 5 years of experience in the Middle East. Fluency in English is a must, and Arabic is a plus.

Job Purpose
The HR Specialist will play a pivotal role in aligning the client’s human capital strategy with its operational and strategic objectives. This position requires a seasoned expatriate HR professional with expertise in managing diverse workforces, fostering organizational development, and ensuring compliance with global best practices and local labor laws.

Key Responsibilities
  • Strategic HR Management: Develop and implement HR strategies that align with client’s business goals
  • Talent Acquisition: Lead recruitment strategies to attract, retain, and develop top talent for on-site and off-site medical operations
  • Employee Relations: Foster a positive work environment by addressing employee grievances, promoting engagement, and managing conflict resolution
  • Policy Development: Design and enforce HR policies and procedures that ensure compliance with local labor laws and international standards
  • Training and Development: Oversee the design and delivery of training programs, focusing on skill enhancement and leadership development
  • Performance Management: Implement robust performance management systems to drive accountability and productivity
  • Compensation and Benefits: Manage payroll systems, develop competitive salary structures, and oversee benefits administration
  • Compliance and Governance: Ensure adherence to labor laws, safety standards, and organizational policies
  • Workforce Planning: Forecast manpower needs, manage succession planning, and lead organizational restructuring as necessary

Requirements
  • Education: Bachelor’s degree in Human Resources, Business Administration, or a related field A Master’s degree or HR certifications (e.g., SHRM, CIPD) is preferred
  • Experience: Minimum 10 years in HR management roles, preferably in the medical or healthcare sector, with at least 5 years of experience in the Middle East
  • Skills: Strategic planning and workforce management, Strong leadership and people management skills, Excellent communication and negotiation abilities, Proficiency in HR systems and analytics tools

Rotation
8 weeks on-site, 4 weeks off-site, or as agreed
