mselect is looking to hire an OPS HSE Supervisor for an international oil and gas operator in Basrah, Iraq. Candidates must have a minimum of 6 years of relevant job experience within the oil & gas industry. Fluency in English is a must.

Job Purpose
The candidate is responsible for providing HSE leadership and support to the Asset Supervisors/Managers and Assets Services, Project, Operations and Maintenance teams, and coaching& monitoring employees across many facilities, including CPF1, CPF 2, DS-2, DS-1, Wells, Mini Well Pads and associated project activities within the areas. This is a field-based role and will require the successful candidate to be an effective HSE Leader and agent of change in a challenging multicultural environment, which encompasses different perceptions and understandings of HSE.

Key Responsibilities
  • Provision of continuous delivery of HSE support to client Operations and Maintenance teams
  • Guide, support and where necessary intervene to ensure HSE compliance during site Operations activities in line with client Goal Zero aspirations
  • Coach and educate new employees and local red-banded contractors to foster improvements in HSE performance in contracting activities
  • Promoting a Goal Zero, no harm & no leaks culture, including contractors & promoting a culture of care for people
  • Be an HSE role model and ensure that HSE issues and requirements are properly reported and timely addressed
  • Promote high standards of site housekeeping, cleanliness and hygiene
  • Work very closely with the Operations organisation regarding SIMOPS, PTW, shutdowns, and CSU
  • Complete daily, weekly and monthly reports as required
  • Demonstrate visible HSE leadership and commitment through walking the talk, positive intervention, audits, inspections and other work activities
  • Work with the Health team to deliver Industrial Hygiene support  
  • Track and maintain records of HSE inventory and perform any preventative maintenance on key HSE equipment
  • Ensure an effective Method Statement, the JHA process is implemented at all stages of the contract to identify and address all HSE hazards at the work sites
  • Support the implementation of the emergency exercises and drills across the field as per a yearly schedule
  • Deliver of LFI’s presentation
  • Provide mentoring, coaching, support and advice to new employees
  • Provide support in the implementation of HSE requirements in associated project activities and Rehabilitation Projects
  • Support Plant Operation and Maintenance Teams in preparing and planning works safely and in engaging with the contractors on safety aspects as required
  • Participation in the development and implementation of Safety Day, Time-Out-for-Safety campaign programs, Safety Moments, Toolbox Talks etc
  • Provide Safety expertise and ensure that Operation & project activities are conducted following the HSE requirements and the recognized HSE International standards
  • Support the client’s Emergency and oil spill response preparedness, and assist the management in case of any incident impacting the client
  • Follow and coordinate the HSE activities in brownfield areas and provide clear guidance and support to the client’s Site HSE Leads in preparing and planning works in a safe manner
  • Support and steer coordination of Field HSE team activities through the HSE Leads by providing technical advice, coaching, guidance, and mentoring on HSE including learning and personal development, and their contribution towards the client’s journey towards Goal Zero
  • Support, steer and challenge the Asset (Operations and Maintenance) and brownfield operating organizations to facilitate ownership and improvement of HSE requirements including workplace safety, personal safety, process safety, emergency response and management of health and environmental hazards in the client locations  
  • Carry out regular site inspections and safety walks to check policies and procedures are being properly implemented, to identify and correct HSE gaps or potential hazards, and to ensure safety regulation compliance
  • Allocate HSE resources to provide optimum coverage areas and activities where it matters most based on HSE exposure and risk
  • Provide assurance and assistance for the effective implementation of the client’s Permit-to-Work Procedures
  • Be an ambassador for the client's Process Safety journey by visible and consistent interventions where Process Safety hazards are prevalent
  • Contribute to the development of Simultaneous Operations (SIMOPs) procedures, and support Operations and Projects to ensure rigorous application
  • Drive all aspects of the incident and near-miss reporting, investigation, follow-up and support the quality closure of actions  
  • Participate in Emergency Response exercises and act in ER-related roles
  • Support Construction activities in a live plant scenario (Hydrocarbons, H2S), SIMOPS, PTW
  • Other duties as required

Requirements
  • University Degree in Engineering discipline/field
  • Minimum Training:  NEBOSH or Equivalent
  • Basic HSE training; PTW, CSE, Authorized Gas Tester, WAH, Excavation and trenching, Emergency Response, Supervisor & Leadership Training etc
  • 6 years of relevant job experience within the oil & gas industry
  • Knowledge of SIPD HSSE-MS and implementation in the field
  • Experience in incident investigation and report preparation
  • Occupational Health, Safety and Environmental experience
  • Active involvement in implementing the PTW system
  • Experience in developing and implementing Risk Assessment
  • 6 years of relevant job experience in the implementation of HSE requirements and in managing operational safety in brownfield sites (Hydro carbons containing), including H2S
  • Experience in delivering HSE training, performing HSE audits and supporting incident investigation
  • Understanding of risk management processes
