mselect is looking to hire a Programme Manager for a Transformation project in Abu Dhabi, UAE. Candidates must have a minimum of 10 years relevant experience in complex programme management delivery in the military or government training sector. Experience serving with or supporting NATO or NATO benchmarked military is essential, fluent in English, Arabic is a distinct advantage.

JOB PURPOSE
The Programme Manager will lead and oversee the transformation for the UAE Ministry of Defence (MOD). This role is responsible for managing the programme lifecycle (not the overall programme which will include infrastructure build etc) from scope to execution, ensuring that all project milestones are met within budget and time constraints. The Programme Manager will coordinate multiple projects, manage stakeholders, and ensure the seamless integration of new simulation and networks. 

KEY RESPONSIBILITIES
Programme Leadership & Strategy:
Under the direction of the stakeholder, lead the end-to-end transformation programme of the knowledge, simulation centres and field training NTC, including planning, resource allocation, and execution. Translate the client’s strategic objectives into actionable project plans and programme milestones.
Develop and maintain a synchronised transformation roadmap that encompasses range upgrades, simulation systems, exercise software, revitalised OPFOR, doctrine centre, Lessons Identified centre and EXCON hub.
Ensure the programme delivers the desired training capabilities for the armed forces and OGDs, including live, virtual, and constructive training environments.
Programme Planning & Execution:
Manage the NTC programme lifecycle, including project initiation, planning, execution, monitoring, and closing as part of the wider client programme
Establish key performance indicators (KPIs) and success criteria to measure programme performance and achievement of goals
Using the Requirements Managers in the Technical Oversight team coordinate and draft the User and System requirements for endorsement by the client.
These are likely to include physical ranges (SA to 155/Air), Tactical Engagement Systems (TES), Visual Modifications, Simulation Systems, Tactical Communications Networks, Exercise Software, Lessons Management Systems etc
Work closely with cross-functional teams such as the Mission Support Team, external project managers, engineers, trainers, and military leaders, to ensure timely and effective delivery
Stakeholder Management & Reporting:
Serve as the primary point of contact for MOD leadership, project teams, sub-contractors, and external stakeholders
Using the stakeholder map, engage with senior military officials and OGDs to ensure alignment of the NTC transformation with the client’s overall objectives
Provide regular updates and detailed reports on programme status, including risk assessments, timelines, and financial tracking (where applicable), to MOD leadership
Lead stakeholder engagement sessions, addressing concerns and ensuring a collaborative approach throughout the transformation
Resource Management:
 Where permitted, monitor programme budgets, ensuring effective allocation of financial resources across the projects is in line with the plan
Monitor programme expenditures ensuring cost-effectiveness and accountability
In association with the programme partners, assist in recruitment, selection, and management of key personnel, ensuring the right talent is in place to support the NTC transformation
Risk & Issue Management:
Identify potential risks and challenges across the NTC programme and develop mitigation strategies
Implement and maintain a risk management framework to address operational, financial (where permitted), and technical risks
Manage any issues that arise during the programme and take corrective actions to keep the transformation on track
Maintain close liaison with the client PMO to ensure a coherent risk mitigation strategy
Change Management & Organisational Development:
Lead change management initiatives, ensuring that change is endorsed at the right levels, including staff change proposals to stakeholders
Conduct workshops, training sessions, and briefings for MOD & OGD personnel to facilitate the adoption of new processes, technologies, and training methods
Foster a culture of continuous improvement by integrating lessons learned into ongoing programme efforts in association with the client.  

Governance & Compliance:
Ensure the programme adheres to client policies and country specific defence regulations
Develop and implement governance structures to ensure transparency, accountability, and compliance throughout the programme
Mentorship:
Take every opportunity to pass knowledge and Best Practice to UAE colleagues
Produce handbooks or examples where it may assist

Requirements
Key competencies required include strong leadership and decision-making skills, with the ability to manage complex and high-impact programmes. Demonstrated expertise in programme planning, budgeting, and resource allocation. Excellent stakeholder management and communication skills, with the ability to engage and influence senior military and civilian leadership. Strong risk management, problem-solving, and negotiation skills. Familiarity with advanced military training technologies, including simulation, virtual reality, and artificial intelligence. Familiarity with UAE MOD structures, defence procurement processes, and wider GCC defence policies.
Military: Must have served in benchmark military (NATO), Australian, New Zealand or Asian (S Korea, Singapore)
Civilian Civilians should have knowledge skills and experience in the Simulation arena or in a law enforcement / crisis management capacity.
Collective Training: Must have Collective Training experience as a participant and, ideally, as a planner at FLC HQ or benchmark MOD / DOD or provider (NTC / BATUS)
Region: Ideally have worked in GCC before (in uniform or as a civilian)
Industry Experience Min 10 years
Education Ideally Engr or Science first degree, but experience and rank could be used in lieu, military personnel must have attended senior staff training Masters’ Degree is a bonus
