Key Responsibilities
- Develop a Project Procurement plan for purchasing materials, and supplies
- Source local and international suppliers to meet project-specific material and equipment needs
- Manage records of purchases, prices, and other relevant information
- Evaluate supplier capabilities, pricing, and delivery schedules to ensure compliance with project requirements
- Prepare and issue Request for Quotations (RFQs), Request for Proposals (RFPs), and Purchase Orders (POs)
- Estimate and establish cost parameters and budgets for purchases
- Ensure contracts comply with company standards, legal requirements, and client-specific conditions
- Work closely with the Head Office Procurement Manager to ensure consistency in procurement strategies and adherence to corporate policies
- Prioritize procurement tasks and assign responsibilities to the local buyer based on project needs
- Coordinate with the local buyer, delegating procurement tasks based on project urgency and criticality
- Monitor inventory levels to avoid material shortages or overstocking
- Coordinate the transportation and delivery of materials to ensure Timely arrival at the project site
- Manage customs clearance for imported goods and address any logistics-related issues
- Maintain detailed records of all procurement activities, including supplier details, contracts, invoices, and payment records
- Prepare regular procurement status reports for the project team and management
- Monitor procurement costs to stay within budgetary limits
- Identify cost-saving opportunities through strategic sourcing and supplier negotiations
- Conduct periodic audits of local buyers to verify procurement integrity and accountability
- Serve as a liaison between the project team, suppliers, and management to resolve procurement-related issues
- Maintain an approved supplier list based on performance metrics
- Cultivate and go along with the relationship with vendors/suppliers positively
- Review and analyse all vendors, suppliers, supply options, and prices
- Negotiate the best deals for pricing and supply contracts
- Coordinates with construction manager to Ensure that products and supplies meet project requirements and standard
Requirements
- Strong knowledge and understanding of procurement processes, policies, and systems
- Bachelor's degree or equivalent
- A Two-year minimum working experience as a purchasing officer or any other similar position
- Proven experience in procurement, preferably in the oil & gas, construction, or infrastructure sectors
- Excellent communication, organizational, and problem-solving skills
- Knowledge of local and international suppliers for construction and oil & gas projects
- Understanding of EPC project lifecycle and procurement requirements
- Experience in working on large-scale, multi-disciplinary projects
