mselect is looking to hire a Construction Manager for an international energy client in Basrah, Iraq. Candidates must have a minimum of 10 years of experience in construction of power plants (technology based). Fluency in English is a must and Arabic is a plus.

Key Responsibilities
  • The Construction Manager is the main responsible for the construction activities performed by the EPC Contractor by coordinating the Owner on-site construction supervisory team and leasing with HSE Manager to ensure delivery of works as per HSE standards, with necessary quality and on time:
  • Be fully aware of EPC Contract, Power Purchase Agreement and various Project Agreements and manage the stakeholders effectively in line with the contracts
  • Organizing its team to supervise the EPC Contractor’s construction progress and quality of the works until COD (ie inspection witnessing, clearing punch list items, issuing mechanical completion certificates, turnover packages readiness, …)
  • Ensures the EPC Contractor’s compliance with all the site HSE rules and regulations at every stage of construction
  • Ensures the EPC Contractor’s compliance in executing of the works with the approved Method Statements/ Risk Analyses and regulations at every stage of construction
  • Assists to the weekly site meetings, progress and/or discipline technical meetings with EPC Contractor
  • Monitors and check the EPC Contractors’ work across each discipline to ensure the timely delivery of the works
  • Ensures together with the QA/QC manager reporting to him he quality of works by attending necessary inspections, raising non-conformities and following-up the resolution of quality issues
  • Verification of the site logbook managed by the EPC Contractor Issue the O/OE logbook
  • Builds necessary KPIs for construction activities follow-up
  • In cooperation with the project controller/schedule engineer:
  • follows up of the actual progress versus planned values
  • ensures that the critical activities are executed according to schedule and looks for opportunities to create margin within the critical path
  • analyses the works and imposes optimizations towards the Contractor where possible
  • evaluates and approves all recovery plan of the delayed activities to secure the overall schedule
  • supports the schedule engineer in drafting the progress reports towards PD/EMD
  • daily management of on-site technical personnel (hours present, leave, etc) for the personnel reporting directly to him, in cooperation with HR manager
  • Provides the Site Manager with the inputs for the monthly progress reports and any other report necessary for higher management
  • Provides the Contract Manager with all necessary elements to prepare the contractual communications/notifications, to build commercial/contractual claims, to approve EPC Contractor invoices
  • In cooperation with the HSE Manager, implements HS walk-downs, necessary trainings, recognition ceremonies, and any other action to build strong, positive HSE culture amongst Owner team and EPC Contractor

Accountabilities
  • Construction activities performed without LTI, as specified, without major non-conformities, on cost and on time
  • Definition of relevant KPIs for the construction phase
  • Reduce exposure to claims from the EPC Contractor and ensure best construction outcome for the Owner in the long run (minimize potential O&M cost exposure)
  • Active part in building personnel safety, construction integrity and respect of the environment by promoting HSE awareness at all levels through exemplary and pro-active attitude
  • He is accountable for demonstrating, individually, an exemplary behaviour regarding HSE rules & requirements

Requirements
  • A bachelor’s Degree in any discipline of Engineering
  • Minimum of 10 years of experience in construction of power plants (technology based)
  • Project Management Professional (PMP) OR equivalent certification is preferred
  • EPC background and experience is a must
  • Project size experience to match the size of the project at hand
  • A minimum of 3 construction projects completed in a similar position
  • Be knowledgeable on international standards and 'best practice' in relation to construction
  • Be knowledgeable on environmental legislation and good industry practice in relation to construction works
  • IT proficiency, MS Word, MS Excel, or similar
  • Fluency in English (knowledge of Arabic is not mandatory but will be considered a plus)
