mselect is looking to hire a Contracts Engineer for an international oil and gas operator in Basrah, Iraq. Candidates must have a minimum of 5 years’ experience within an Oil & Gas contracting environment. Fluency in English and Arabic is a must.

Job Purpose
Administer the central hub to which all CTRs received from contractors are submitted by work requestors to ensure all contractor call-offs, timesheets and payment certificates are managed in a consistent, robust, transparent and compliant manner in accordance with relevant processes and procedures. Support the Contract Management Lead and Business Line through contract governance and tender process for future contracts. Manage the transition from pre-contract to post-contract award and kick-off contracts, assist with KPI development and implementation, and support the regular performance review of the contract.

Key Responsibilities
  • The Contracts Engineer provides ongoing support to CAMs and work requestors on all post-award contract execution tasks, PAAFs, Blanket orders & drawdowns, Maximo DR creation, BOC interface, applying contract rates and any other tasks assigned by management
  • Plays a key role in the development of tools to provide CAMs with greater visibility over contract execution (e.g. Pre-approvals, monthly payment certificates, invoicing and reporting (PBi))
  • Engages with CAMs/Finance/PSCM regularly to review contract status/health with a focus on burn rates, resultant forecast burnout dates and premature contract expiry
  • Supports the delivery of the monthly CAM forum with the Maintenance and Engineering Manager, arranges slide decks and is a key participant in the forum which focuses on contract compliance, performance, learnings and continuous improvement around contract execution practices
  • Provides support to the Lead Contracts Administrator for the bi-annual Contractor Safety Leadership Forum
  • Provides support and guidance for new starts in terms of process & procedures and CAMship

Requirements
  • 5 years’ experience in an Oil & Gas contracting environment
  • Contract experience both pre-award and post-award is advantageous
  • Excellent communication skills and attention to detail while operating in a fast-paced environment
