mselect is looking to hire a Development Engineer for an international energy client in Basrah, Iraq. Candidates must have a minimum of 5 years of experience in the Upstream oil and gas sector. Fluency in English and Arabic is a must.

ACTIVITES
  • HSE: respect and promote the group HSE rules and culture in executing the day to day internal & external activities as part of the “Planning” activity, s/he under the supervision of the Senior Planning and Development Engineer:
  • Contribute to the consolidation of the technical data for the Long-Term Plan (definition of the perimeter, preparation of planning and schedules), contributes to the PRIME exercise and to preparing Budgets
  • Contribute to ensure the coordination of activities concerning the preparation of the development strategy for the assets 
  • Contribute to the technical-economic assessments required to prepare the integrated planning for the affiliate, focusing on drilling sequences, well interventions and the production shutdowns
  • Contribute to prepare the annual reassessments of insurance costs and abandonment costs and supervises studies to prepare the asset abandonment plans if necessary
  • Contribute to the promotion of actions aiming to optimize production, extend plateaus and regenerate potential for the assets s/he is responsible for 
  • As part of the “Joint Venture” activity, s/he under the supervision of the Senior Planning and Development Engineer:
  • For client’s operated assets, prepares and contributes to technical meetings with partners and/or authorities and presents, if required, the affiliate development activities
  • For OBO assets management contributes to assets management through attendance to technical committee, review of reports and consolidation of technical files and participation in feedback to HQ (quantified descriptions, schedule, costs, innovative content)
  • As part of the “Development studies” activity, s/he under the supervision of the Senior Planning and Development Engineer:
  • Participates to the identification of development opportunities, contribute to technical projects proposal to valorize resources operated by the affiliate, concerning modifications to existing facilities, and participates to the economic assessments required to prepare these developments
  • Contributes as needed to the technical studies in the affiliate for “new works” or prospect including Preliminary and Conceptual (under delegation from HQ) or Pre-project (under delegation from HQ), 
  • Contributes to the consolidation of the collection of basic data and the preparation of the scope of work for development studies (performed locally or delegated to HQ) identifying deliverables, schedule and budget
  • Participates in the preparation of the validation files for new projects (operated and OBO), consolidates the Field Development Plans, participates in monitoring up to approval and liaises with headquarters to finalize any points pertaining to these formalities
  • Participates in the follow-up of studies performed by HQ on behalf of the affiliate and contributes to the validation process when required

ACCOUNTABILITIES
  • Participates in the continuous improvement of the affiliate planning and development strategy definition processes 
  • Participates in the execution of development studies in compliance with Company standards, relevant to the assets s/he is responsible for
  • Contributes to provide the Business and Asset Management entity with the elements it needs to make decisions on operated and OBO projects/assets
  • Contributes to protect the Company’s interest with regards to its activity as an Operator,
  • Contributes to ensure the affiliate’s compliance with its contractual obligations towards the Host Country,
  • Contributes to support the affiliate focal point (Planning and Development manager) for the Long-Term Plan/PRIME/Budget yearly exercises

QUALIFICATION AND EXPERIENCE
  • Studies:  MsC in Engineering
  • Work Experience:  qualified engineer with a minimum of 5 years of experience in the Upstream oil & gas sector
  • Experience in Onshore and/or Middle East projects execution would be considered a plus
  • Have a good understanding of reservoir appraisal and assets development processes 
  • Good communication skills and the ability to summarize orally and in writing (English required), capacity to convince and get teams to adopt the decisions taken by management; organized and dynamic, open-minded and a good listener
  • Communication and presentation skills, ability to lead/conduct meetings
  • Ability to develop good relationships within the different departments and Projects teams
  • Soft skills:  Ability to influence, listen, convince, coordinate and facilitate; proactive behavior
  • Ability for transverse management; capability to work in a multidisciplinary team
  • Fluency in English and Arabic is a must
