mselect is looking for an Emergency Preparedness Leader for an international energy client in Basrah, Iraq. Candidates must have a Minimum of 10 years of experience in emergency response and Crisis management with at least 5 years’ experience in oil and gas. Fluency in English and Arabic is a must.

Context and Environment
The field will be under extensive development to increase production and utilize gas. Developing the field will involve many projects,
and contractors. The development of the resources in the field will be carried out based on the Company’s Health and Safety processes, policies and Procedures to ensure safe work and safe working environment. The Field has about fifty wells and produces light or heavy oil from several reservoirs.

Main Accountabilities
  • Take the lead in promoting and maintaining a high awareness of industry and professional best practices to ensure
  • continued high level Emergency Response Preparedness.
  • Develop and maintain Emergency Response Management System.
  • Advise, clarify and assist Incident Management Teams (IMT) in their roles during the mobilization of IMT
  • Follow-up on action plan concerning Emergency Response through incorporation of lessons learned from real training, exercises, live responses and any other relevant sources into existing plans and procedures as appropriate
  • Advise and assist, entities and projects on all relevant Emergency Response issues including the development of emergency and crisis procedures, plans, and contingency arrangements through regular sites visits including project sites during civil works.
  • Update the Emergency system in the offices and accommodation
  • Train Fire wardens in charge of the accommodation
  • Training, coaching of the Emergency Response team
  • Organize and coordinate appropriate training for the emergency response organization: Crisis Management Cell, Incident Management Team, Advanced Command Post and develop an annual training schedule
  • Lead the organization, implementation, and debriefing of exercises defined in the yearly planning (Table top exercises, medium scale exercises, full scale exercises)
  • Lead site audit exercises and implement action plan following the Exercises Develop and maintain the Emergency Response Cells and response facilities. This includes, IST systems, Communications and practical tools, maps, forms.
  • Assist with ensuring the management system relating to fire safety is fully implemented on site
  • Assist in preparation and communication of information related to incidents (Return on Experience -Rex+)

Qualification and Experience
  • Bachelor’s degree in Engineering; Safety, Environment, Mechanical, Petroleum, Chemical or Process engineering
  • Minimum 10 years’ experience in emergency response and Crisis management with at least 5 years’ experience in oil and gas.
  • Must be trained to lead investigations on significant accidents/ incidents
  • Ability to communicate and network in a complex and multicultural organization
  • Ability to take initiative and act in a proactive manner. Analytical and organisational skills are essential for the role
  • Excellent command of the English language (both oral and written)
