Job Purpose
The Fire Safety Management & Emergency Response (FSM & ER) Advisor is responsible for providing support to the organization regarding emergency response. The FSM & ER Advisor reports to the Fire Safety Management & Emergency Response Senior Advisor, Fire Safety Management & Emergency Response Deputy Manager and Crisis & Emergency Response Manager is responsible for supporting the activities of the team. This is a combination of office and field work with frequent visits to degassing stations and other assets. The primary focus is to develop and implement ER plans and processes, undertake verification and oversight activities.
Key Responsibilities
Emergency Response:
- Develop, review and implement emergency response and action plans for all operations and facilities
- Provide training for office and field staff and contractors related to emergency response
- Develop and implement emergency response drills for all facilities and teams
- Support the response to actual emergencies by helping the Incident Management Team
- Check the status of, and maintain, emergency response equipment including radios, phones, Incident Response Centre equipment, signs, muster verification lists, and other equipment and supplies
- Develop and implement verification plans to drive continuous improvement in the application of the Emergency response plans and the capability of the organization
- Develop site specific ERP’s, objectively review contractor’s ERPs for conformance with client and contractual requirements
- Maintain the IMT action tracker and be accountable for ensuring effective closure of actions in a timely manor
- Develop and implement weekly IMT Rota, ensuring adequate cover is in place, circulate the weekly Rota to key stakeholders
- Maintain FSM&ER SharePoint site, ensuring all documentation and Power BI are current and up to date
- Ensure that Fire Fighting Plans are developed for foreseeable scenarios and tested regularly
- Participate/conduct fire risk assessments for multi operational sites and contractor projects, including fixed firefighting and safety systems tests
- Develop IMT exercises, develop and conduct tabletop and live field-based emergency response exercises
- Development of FSM & ER scope of works, scope of requirements and technical evaluation documentation Participate in FSM&ER technical evaluations as required
- Maintain physical and electronic records of emergency responses, exercises and drills
- Act as the Muster coordinator within client’s HQ
- Provide support on FSIA to ensure that performance standards are established and regularly tested
- Support maintenance and engineering teams to repair, maintain and upgrade systems to ensure a fit for purpose response in accordance with relevant standards
- Support relevant departments to support the timely repair and upgrade of firefighting infrastructure including Water supply security and quality assurance, Fire pump integrity and reliability, Fire ring main improvements, Foam and water proportion, Access routes for fire trucks, Operation and maintenance procedures, Performance standards and testing
Requirements
Skills/Experience:
- Minimum of 5 years’ experience working in an HSE role in the oil & gas industry
- Minimum 2 years’ experience working in an emergency response role in the oil & gas industry
- Proficient in English and Arabic
- Microsoft Office applications
- Ability and willingness to work outside in a demanding environment, often for long hours
- Knowledge of ICS (Incident Command System)
- Ability to demonstrate process for Emergency Response
- Ability to run site specific drills and exercises
- Leadership, including the ability to take full command at the scene of an incident
- Experience in undertaking Fire Risk Assessments

- The FS&ER Advisor may be involved in physically demanding and exhausting activities which may include active support at an emergency scene, participating in emergency response situations
