mselect is looking for an HR Methods and Governance Coordinator for an international energy client in Basrah, Iraq. Candidates must have a minimum of 10 years of experience in Human Resources in the oil and gas industry. Fluency in English and Arabic is a must.

MAIN ACCOUNTABILITIES
  • Supporting the entire Affiliate’s organization on HR framework, including, but not limited to, policies and processes, systems and data. Understanding operational requirements and transferring these into solutions, including technical ones. Responsible for compliant data access management and its execution in HR systems/ files/ processes
  • Ensures ongoing identification of system improvements, digitalization and optimization linked to relevant HR processes
  • Onboarding hew HR colleagues to HR system infrastructure and data flows
  • Utilize HR data and analytics to identify the needs for meaningful HR initiatives
  • Continuously develops good working relations with different entities
  • Protects the interest of the affiliate and the Company in accordance with the Company/Brach standards and Iraqi legislation
  • Promote HR Policies and corporate culture and values
  • Promote performance and cost culture
  • Ensure new HR policies, processes and systems adhere to General Data Protection Regulation (GDPR) requirements
  • Responsible for the efficient management of access rights to sensitive HR information (personal data, salary and compensations, contractual terms)
Policies Development and Implementation:
  • Develop, update, and implement HR policies and procedures, collaborating with HR leadership and wider stakeholders’ map, ensuring their alignment with Affiliate’s goals and legal and contractual requirements, Company corporate policies and industry best practices
  • Drive and develop integration specifications between relevant Affiliate’s policies and processes involving the appropriate stakeholders
  • Implement the policies and processes by putting in place the means, tools, documentation
  • Conduct relevant training and awareness sessions, equipping users to be self-helped
Governance and Compliance:
  • Support the HR governance framework by ensuring compliance with internal policies and external regulations
  • Develop, know and maintain the library of referential materials to support and guide users with focus on simplicity and relevance
  • Ensures HR Policies and procedures are properly registered in the Affiliate’s Company Management System (CMS) tool, and are up-to-date
  • Coordinate audits and reviews related to HR processes
  • Maintain accurate records and documentation for governance purposes
  • Identify relevant access needs to HR data and implement the respective structure of the shared working environment.
  • Conduct quarterly review of share access rights and initiate appropriate actions
Continuous Improvement:
  • Regularly assess the effectiveness of HR policies, processes and tools
  • Develop and implement set of meaningful HR KPIs and ensure their follow-up
  • Seek feedback from employees and managers to identify areas for enhancement
  • Identify opportunities to streamline HR processes through automation and technology, interfaces/integration with other entities,
  • Propose and implement improvements to enhance employee experience and operational efficiency
  • Use best-in-class project management principles to ensure the successful delivery improvements
  • Work closely with IT, HR and other relevant teams to implement digital solutions for various HR processes, ensuring proper interfaces
  • Monitor system performance and troubleshoot issues related to HR tools and platforms, and wider processes
Data-Driven Reporting:
  • Develop and maintain meaningful HR reports and dashboards
  • Collaborate within Affiliate’s HR to identify trends, gaps, and areas for improvement
  • Provide insights to HR leadership for informed decision-making
Other:
  • Actively participate in various HR campaigns and projects
  • Promote high data quality
  • Provide support to HR teams on other topics as needed

Qualifications:
  • Bachelor’s degree in Human Resources, Business Administration, Project Management, or a related field Professional
  • HR Certification (CIPD, SHRM-CP, PHR, SPHR) is an advantage
  • Proven 10+ years of experience in Human Resources in a big industrial company (preferably in Oil & Gas)
  • Excellent knowledge of Iraqi labour legislation, HR processes, procedures, and systems
  • Analytical mindset with problem-solving abilities to address project challenges and drive successful outcomes Proactive, adaptable, and capable of working independently in a fast-paced and dynamic environment
  • Cross-cultural thinking.
  • Exceptional communication and interpersonal skills
  • Fluent English (written and oral), Arabic
  • Good IT proficiency
