Job Objective
The Area HSE Supervisor is in charge of implementing the Project HSE Management System on site and monitoring / supervising contractors’ activities from the HSE perspective. With the support of the HSE Spdt., he/she will advise and assist the site team in the management and control of HSE.
Key Responsibilities
Leadership:
- Assist Site team and Contractors in the implementation of the HSE Management System, risk analysis, analysis of incidents, permit-to-work process, and industrial hygiene implementation
- Participate in the promotion of HSE culture on-site through frequent talks and presentations including deployment of HSE tools i.e., Program “0 Fatality” (Safety Green Light, Life Saving Checks, Joint Safety Tour), Stop Card, Safety and Sustainability Moments, World Day for Safety commemoration, etc. Ensures similar programs and tools to be deployed by the Contractors on their worksites
- Support environmental studies on site with appropriate risk assessments and Permit to Work system
- Assist the Site Medical Doctor in implementing the Company Health Plan, Medical fitness procedure, MEDEVAC procedure, audit of camp facilities, and supply of medical logistics
- Supervise Contractor's activities and ensure they are carried out in compliance with the HSE plans, HSE bridging documents, and Risk Assessments during contract execution
- Participate in the HSE induction/orientation
- Assist the Package HSE Supervisor and the Project HSE Manager in setting up, testing and continually updating the Emergency plans
- Follow up on all Site actions resulting from incidents, anomalies, drills, HSE audits, and inspections
- Participate in the reporting and investigation of incidents and anomalies and ensure that corrective actions are followed up promptly
- Participate in Site inspections and audits as scheduled
- Assist the Package HSE Supervisor and the Package HSE Spdt. to organize Site HSE Committee meetings and induct all new personnel on-site
- Prepare and submit the HSE daily report to Package HSE Spdt
- Assist the site team in the use of the reporting tools
- The main focus of the role is to ensure HSE risks are properly evaluated and controlled by the Package team and its Contractors and to provide high-standard support to projects, from the construction to operation/maintenance phases
Qualifications
- Minimum of 5 years experience in a high-risk industry, such as construction, oil & gas, and onshore plants, is required, including at least 3 years of experience in same role.
- Professional HSE qualification at Diploma/ Degree level minimum (e.g. MSc Occupational Health and Safety or NEBOSH Diploma/ Certificate)
- Understanding of construction activities
- Experience auditing/ inspecting/supervising construction activities
- Ability to proactively drive positive change
- Be a role model to establish effective team working.
- Profound knowledge of the HSE culture tools and programs
- Autonomy and previous experience in working transversally
- Highly proficient in spoken and written English and Arabic
