mselect is looking to hire a Land Data Coordinator for an international energy client in Basrah, Iraq. Candidates must have a minimum of 8-15 years of relevant professional experience, preferably in community relations and social development. Fluency in English and Arabic is a must.

OBJECTIVES
Land acquisition and involuntary resettlement is the singular most significant social impact that an infrastructure project can have on people. It involves the physical, economic, cultural, and spiritual displacement of people from their home and livelihoods. This is sometimes temporary and others permanent. Temporary & permanent land access and right of ways for the projects includes a footprint of 110 km2 to deploy 4 projects (AGUP, GMP, SPP, WIP) and a 3D seismic survey. Several villages & agricultural lands are located within the Project area of influence with populations highly dependent on land and natural resources for their livelihoods, anticipated impact on land is mainly economic displacement which requires the development and implementation of an effective LRF/LRP.


KEY RESPONSIBILITIES

Stakeholder engagement and dialogue:
  • Lead the management and implementation of a simple stakeholder database capturing all identified affected Project PAPs
  • Work closely with ESIA, RAP and other consultants on their field level community engagement and ensures all relevant data is transferred to the project database
Land acquisition & resettlement, livelihood restoration:
  • Develop a detailed understanding of the 4 projects (AGUP, GMP, SPP, WIP) and a 3D seismic survey strategy and management plan(s) for permanent and temporary land acquisition, compensation and livelihood restoration required by the Project within the set timeline
  • Champion the development and management of a simple database tool to incorporate updated landowners and land users’ mapping registry, existing land baseline data including asset valuations, parcel information and livelihood data
  • Provide data analysis data which supports the procedures and processes for permanent and temporary land acquisition, compensation, and livelihood restoration
  • Maintain a detailed knowledge of potentially affected landowners and land users through the creation of PAP compensation folders and household profiles
  • Collect and collate all land acquisition and livelihood restoration KPI data and reporting on progress of activities such as land acquisition, compensation payments, vulnerable PAP support and identify any potential risks in these activities
  • Support the develop and implementation of relevant management plans such as the Compensation Action Plan, Vulnerable People Management Plan, Sustainable Livelihood Management Plan for the different project LARs
  • Supports the implementation of relevant studies including land and asset inventory, socio-economic census to identify PAPs, assets and fair compensation rates and works with Contractors to manage all resulting study data into the database tool
Monitoring & evaluation, reporting:
  • Ensure Compliance of all documents and activities with Iraq legislation, IFC Standards
  • Oversees record keeping and data management at the community level to ensure appropriate tracking of all activities including grievances. Ensure the database of engagements results/outcomes are up to date and regularly analyzed and utilized in resettlement and livelihood planning
  • Provide assistance to Head of Land Access to monitor and evaluate implementation of RAPs versus projects final footprints and timelines
  • Monitors and reports any potential land use issues and their relevance for project implementation. Identify risks and solutions for land related issues that could put the Project schedule or activities at risk
  • Evaluates program results and implements continuous improvement processes
  • Provide adhoc, weekly and monthly reports to ensure land access implementation is done timely, within standards and with minimum unresolved grievances
 CONTEXT AND ENVIRONMENT:
  • project in Iraq. It includes 4 sub projects: Water Injection Project (WIP), Gas Midstream project (GMP) and Solar Power Plant (SSP) and Associated Gas Upstream Project (AGUP). It is established to steer and implement the Project. The affiliate is based in Basra and operates in close coordination with Basra Oil Company (BOC) and South Gas Company (SGC)
  • In line with affiliate footprint, coordination withProjects teams, affiliate relevant departments and concerned public administrations is key to successful and timely land access
  • Working in a tribal/semi-rural environment where stakeholders have high expectations, that requires vigilance & wise management of the relations. In an area where compliance and sanctions rules are not fully developed, that requires special attention to apply and communicate on Company Code of Conduct
ACCOUNTABILITIES:
  •  To contribute to the successful implementation of the Project through:
  •  Effective management of all data related to the delivery of land acquisition and livelihood restoration processes
  •  Providing data analysis on the effectiveness of engagements with people affected by land acquisition, fair compensation, and timely resolution of grievances to achieve and maintain Project Social License to Operate
  • Demonstrating an exemplary behavior regarding compliance & corporate values
HSE RESPONSIBILITIES:
  • Comply with the Activities described within the HSE Management System. Take reasonable care of their own    health and safety and that of others who may be affected by their acts at work.

QUALIFICATIONS & SKILLS:
  • Ideal candidate will be Iraqi National
  • Work location Basrah with frequent travel to work locations
  • This is a full-time role. At its discretion, COMPANY will consider alternative working arrangements
  • Post graduate degree in Database development, ICT with a specific focus on Software as a service (SaaS) platform such as Boreal-is, Isometrix and other relevant platforms, social sciences, international relations, economics, demography, sociology, agronomy etc
  • A minimum of 8-15 years of relevant professional experience, preferably in community relations and social development in an extractive industry in developing economies; of which a minimum 8 years professional experience in land acquisition and resettlement and a minimum 5 years working in the application of IFC Performance Standard 5 to lender financed private sector industrial projects
  • Knowledge of GIS mapping software (such as ArcGIS, QGIS etc) and data management collection tools such Kobo collect (or other relevant tools)
  • High integrity, capacity to listen, to dialogue essential, superior negotiation and communications skills. Creativity, open-mindedness, leadership skills, flexibility essential, excellent analytical skills
  • Strong team player with maturity to build effective partnerships across corporate and cultural divides. Strong focus on delivery of results, ability to work to deadlines.
