mselect is looking to hire a Logistics Manager and Material Specialist (PV) for an international energy client in Basrah, Iraq. Candidates must have a minimum of 5 years of experience in logistics management and have managed customs clearance in Iraq for energy and/or infrastructure projects. Fluency in English and Arabic is a must.

Mission:
  • Reports to the PV Site Manager and works closely with the Supply Chain Manager
  • Manages all the logistics aspects related to the shipments of material for the PV project from the departure from the export port to the arrival at the Site (including the customs clearance process)

Key Tasks/Responsibilities
  • Manages all logistics aspects related to the shipment, arrival and storage of material for the construction of the PV project
  • Supervises, and supports, the EPC Contractor and its vendors and subcontractors to ensure: Correct preparation and timely submission of all the importation documents, Smooth and diligent clearance of the customs in Iraq, Arrival of the material to the Site and appropriate unloading and handling of the material as per approved procedures and best practices (appropriate storage of the material at the site as per the requirements from the Owner and vendors (he/she will supervise the correct organization and operation by the EPC Contractor of the site storage and lay-down area)
  • Monitors and ensures that the EPC Contractor has prepared all importation documents before the shipment leaves the export port and that they follow the requirements of the Iraqi Customs Authority
  • Monitors and ensures that the EPC Contractor keeps correct and updated inventory records of material at the site
  • Supervises how the material is allocated by the EPC Contractor to its subcontractors and how it is distributed on-site to the different work fronts
  • Monitors and tracks the mandatory quality inspections at arrival to the site to ensure that the EPC Contractor only accepts material without quality issues and in compliance with the technical requirements
  • Monitors and follows the EPC Contractor’s KPIs related to the arrival of material to the import port and the Site
  • Audits regularly the storage conditions at the site: in the lay-down area but also the work fronts in the construction site
  • Provides necessary inputs into the weekly site meetings, progress and/or discipline technical meetings with EPC Contractor
  • Review the EPC Contractor’s weekly and monthly progress reports and raise any deviation or concern about his/her activities
  • Confirms and provides the Supply Chain Manager and the Project Control Manager with the inputs for the monthly and quarterly progress reports, follow-up meetings with project stakeholders, and relevant information to check EPC Contractor invoices
  • He/she will ensure the timely and appropriate transportation and arrival of material to the Site, following the shipments from the export port to the Site and ensuring a smooth customs clearance process
  • He/she will ensure that material unloading, handling and storage on-site is performed as per technical requirements, approved procedures and best practices
  • With the support of the HSE Manager, ensures the implementation of the HSE standards and requirements and promotes the highest HSE culture amongst EPC Contractor and subcontractors
  • Supports the Supply Chain Manager and the Project Control Manager in drafting the progress reports for the Project Director and other project stakeholders

Requirements
  • Bachelor's degree in logistics, supply chain management, or a related field
  • Minimum of 5 years of experience in logistics management and having managed customs clearance in Iraq for energy and/or infrastructure projects
  • Experience in the construction of power generation projects, and renewable energy projects, will be preferred
  • Experience with EPC contractors and/or EPC background
  • Experience with projects valued at over $50 million
  • Strong knowledge of international logistics and supply chain management principles and practices
  • Strong understanding of customs regulations and clearance processes in Iraq
  • Excellent organizational and problem-solving skills
  • Proficient in MS Word, MS Excel, MS PowerPoint or similar
