Job Purpose
The position reports to HSE Construction Manager, in this context, you will work in close collaboration with the other departments. The job holder will receive specific guidelines from the Head of HSE Operational Safety & Crisis Management to ensure safe implementation of the Company's HSE requirements on site. You are a key focal point alongside the client’s project team to ensure safe operations and activities, providing continuous safety support: incident, accident investigation, monitoring, and reporting.
Key Activities
- Maintain a high awareness of industry and professional best practices
- Provide operational safety and occupational health expertise and advice to the client’s project team
- Responsible for providing support to site-based HSE and working with them on common goals
- Conducting audits following the site HSE audit plan on-site construction yards
- Assist with ensuring that the client’s management system relating to safety and health is fully implemented on-site
- Take part in the permit to work daily and toolbox talks related to work activities
- Assist with providing the required support to the site construction client’s project team during the implementation and roll-out of HSE plans and procedures
- Full awareness of SIMOPS dossiers for simultaneous operations between operations and project
- Participate in job risk assessment, request new JRA’s, review, propose and ensure adequate risk mitigation measures, in full consideration of site operations ensure job risk assessment findings are communicated, understood and implemented on-site
- Assist with the preparation and delivery of bridging documents to support the project teams
- Assist to site construction client’s project team with effective control of on-site construction yards (e.g. Accommodation hygiene, potable water management, handling of chemicals/COSHH, h2s, health surveillance, management of hazardous substances, lifting etc)
- Assist with supporting the required HSE competencies across the site construction client’s project team: support HSE superintendent, APLO/SLS with organization training of the personnel on site
- Participate in the preparation of material to enhance awareness of any areas for improvement
- Assist the HSE team in developing leading indicators and monitor them periodically
- Assist with the site construction client’s project team to monitor the follow-up of cases and actions (status & quality) in synergy
- Support site team with organization of safety on-site construction yards
- Contribute to the analysis of HSE performance to identify areas for improvement to prevent accidents
- Assist in the deployment of HSE procedures, accident investigation, training, etc
- Assist the deployment of the group’s HSE programs dedicated to a high-performing safety culture (golden rules, zero fatality program, stop card, safety+, etc), in liaison with the HSE network
Key Responsibilities
- Accountable for ensuring compliance with legislation, regulatory requirements and company rules related to HSE on the client’s site
- To provide technical, operational safety, occupational health support and challenges to the site construction client’s project teams
- Accountable for promoting health and safety best practice
- Raise actions to be taken to address all HSE concerns (procedures, indicators, etc)
- Ensure data collection for HSE reporting to the company
- Follow-up of the HSE action plan for performance improvement
Requirements
- Degree in safety/mechanical/process engineering
- 5-10 years of experience in the oil industry, with significant experience in site construction activities
- Ability to communicate and network in a complex and multicultural organization Initiative, reactivity, and ability to synthesize and prioritize are essential assets
- Previous experience under SIMOPS works will be considered a plus
- Good knowledge of health & safety legislation, enough to offer good advice without reference, and be able to offer detailed advice through reference to documentation
- Ability to develop knowledge of company and group health & safety standards and procedures
- Trained to be a member of the investigations team for accidents/incidents
- Possess current and in date medical certification
- Written and oral communication in English and Arabic is essential/mandatory
