Key Responsibilities
- Leads the Procurement department
- Supports client Procurement department activities including, but not limited to the full tendering cycle from initial prequalification through to final delivery of the goods, plus resolving any warranty issues and due diligence processes
- Identifies opportunities to maximise savings by implementing long term framework agreements with suitable suppliers
- Liaises with other departments for the coordinated issuance of tenders and evaluation processes
- Ensures compliance with client policies and procedures
- Develops and strengthens the capability of the Procurement department to meet international standards
- Ensures that all Procurement department documentation is transparent, managed and in compliance with client procedures to safeguard scrutiny under audit
- Manages effective use of database and filing systems to retain and have available all documentation for audit purposes
- Prepares weekly reports and informs client management on Procurement department related activities as required
- Directs Procurement team in delivering value to the business and mitigation of risk through the procurement lifecycle, including effective planning, sourcing and management
- Continuously monitors Procurement team performance against agreed KPIs
- Identifies and develops opportunities to encourage the use of local suppliers for provision of goods
- Manages and develops procurement strategies to meet business requirements which maximise and protect value
- Provides clear, coherent and effective management processes from requisition through to contract close out
- Actively seeks opportunities to drive cost reduction and savings in all aspects of company spend
Requirements
- Minimum fifteen (15) years’ experience supporting oil company operations in a procurement management role, preferably for an international oil company, with Kurdistan or Middle East experience an advantage
- Experience in formulating and negotiating framework agreements with suppliers for provision of goods required for Oil Production Operations
- Demonstrated leadership and self-starter with excellent communication skills and the ability to manage staff
- Substantive proven experience across all aspects of the procurement lifecycle, including resolution of contractual disputes
- Strong legal and commercial acumen
- Fluent in English, both written and oral
- Capable of handling multiple tasks simultaneously
- Good analytical skills
- High level of competency with the Microsoft suite of applications
- Preferably educated to degree level in an appropriate field
