Job Purpose
The quality specialist is an integral part of the quality assurance and control (QA/QC) team and is responsible for ensuring that all construction activities for the 4 overhead transmission lines and the GIS substation adhere to the highest quality standards and project specifications.
Key Activities
Quality Management:
- Develop, implement, and maintain the quality management plan (QMP) for the project in accordance with corporate policies and regulatory requirements
- Monitor contractor compliance with quality standards and ensure that all materials and construction practices meet project specifications (MOE and TTE)
- Assist in the preparation of quality documentation, including quality control plans, inspection and test plans (ITPs), and non-conformance reports (NCRs)
- Conduct regular inspections of construction activities to verify compliance with project requirements and quality standards
- Schedule and perform audits of contractor quality control processes and procedures, identifying areas for improvement
- Collaborate with the site manager and other project teams to review inspection results and take corrective action as necessary
- Identify, document, and report non-conforming work or materials, ensuring that appropriate corrective actions are implemented
- Work closely with the EPC contractor's quality team to develop and implement corrective action plans for identified non-conformities
- Maintain records of non-conformities and corrective actions taken, as well as track their resolution
- Provide training and support to site personnel on quality standards, procedures, and best practices to foster a culture of quality on-site
- Assist in organizing quality awareness workshops and toolbox talks to ensure all workers understand the importance of quality management
- Prepare and submit regular quality reports to both the OHTL and substation site manager, summarizing inspection results, non-conformities, and quality issues
- Maintain detailed documentation regarding quality control activities, inspections, audit findings, and corrective actions taken
- Support the development of quality metrics and key performance indicators (KPIs) to monitor quality performance
- Foster effective communication between the QA/QC team, site management, and contractors regarding quality-related issues
- Participate in project meetings to provide updates on quality performance and address any quality concerns raised by the project Team
- Ensure compliance with all applicable local, national, and international standards and regulations related to quality in construction
- Stay informed about industry best practices in quality management and construction quality assurance and control
- The project site is in Basra; Iraqi and the quality specialist is a resident position
- Accountable for overall quality assurance and quality control management plan and audits

Requirements

- A bachelor’s degree in engineering, quality Management, or a related field
- 5-8 years of progressive experience in quality assurance and quality control within the construction industry, preferably in power transmission or substation projects
- Experience with ISO 9001 or similar quality management systems and standards
- Familiarity with construction materials, testing methods, and quality inspection techniques
- Strong analytical and problem-solving skills, with the ability to identify and resolve quality issues effectively
- Proficient in using MS Office Suite (Word, Excel, etc) and quality management software
- Excellent communication skills in English and Arabic, both written and verbal
