Job Purpose
Reporting to the Head of Security Engineering, the Security Engineering (Construction) Coordinator is responsible for the security construction site activities daily follow-up, especially the physical security infrastructure project at CPF1.
Key Responsibilities
- Communicate to all personnel the QHSE policy and objectives
- Coordinate the approval process and issuance of permits to work (PTW)
- Verify on-site that the Permit to Work (PTW) System is implemented in accordance with TotalEnergies Rules
- Take part in the Permit to Work daily opening and Toolbox Talks related to work activities
- Manage the coordination of activities to avoid SIMOPS conflicts in close collaboration with TotalEnergies field operation teams
- Ensure that the policy governing personnel protective equipment (PPE) is properly implemented
- Contribute to defining and procuring all the specific QHSE prevention and intervention materials and equipment, and check on their availability and maintenance
- Take part in incident, accident and high-potential near-miss investigations and analysis
- Ensure that any incident or anomaly (unsafe act/situation) is immediately reported and analyzed
- Take part in audits of operations
Key Activities
Health, Safety and Environment and Security:
- Ensure compliance to affiliate HSE rules (Procedures, Instructions) related to Site Safety, Road Safety, Lifting, Work Permit, Personal Protection Equipment (PPE)
- Participates in contractor Audits: issue an action plan and follow up
- Familiarize with affiliate ERW and security rules, to ensure the suitability of affiliate contractors
Sustainability:
Actively participate in sustainability studies within the security department and with local contractors.
Operations:
- Coordinate civil works activities within affiliate security engineering and construction perimeter, such as road construction and maintenance, dredging, concrete works, footing and piles, sidewalks, buildings refurbishments, water network and trenches
- Act as a focal point for the construction of security infrastructures and systems: follow up the plan of activities and liaise with Contractor representatives and TotalEnergies field operation teams
- Ensure that contractors work within the agreed-set timeline
- Carryout regular site visits to assess the quality and timely delivery time of contractors
- Identify and analyse anomalies which impact productivity and propose corrective actions
- Verify that civil works (earthworks, trenching and backfilling, concrete works) are carried out in compliance with project drawings, specifications and applicable national and international codes and standards
- Ensure civil works are executed within the project budget
- Supervise the contractors at the worksite with emphasis on any trenching, digging, earth-moving, and drainage, related to ERW risk
- Compile the necessary daily section reports
- Participate in the contractors’ selection process based on affiliate standards
Key performance Indicators KPIs:
- Set up and monitor Key Performance Indicators (KPIs) for construction contractors
- Propose action plans to improve contractor’s efficiency
Requirements
- Minimum 5 to 10 years’ experience in Civil works (Engineering, Construction), preferably within the Oil and Gas industry
- Knowledge of construction permitting within Basra oilfields
- Good analytical skills and must be able to keep an overview of many activities simultaneously
- Proficient in Microsoft Office tools (Word, Excel, PowerPoint)
- Good interpersonal skills to interface with internal entities
- Autonomous with excellent knowledge of English language (Oral and written)
- Fluency in Arabic is mandatory Spoken and written French is a plus
- Ability to work in a fast-paced, dynamic environment and adapt to changing priorities
- Sense of responsibility, initiative, and dependability
- Ability to work within a project team
