Job Objectives
- Perform Cost Control Services including but not limited to those of cost estimating, budget preparation and control, payment document review, cost forecasting, cost reporting and cost risk analysis WP&B preparation and monthly WP&B performance report
- Assistance on audit from BOC, FPs, and UEG
- Cost estimation for EPCC projects and LLIs, workshop with BOC/ MoO
- Unit rate cost and cost index database setup and management
Key Responsibilities
- To prepare annual Work Program &Budget Plan (WP&B)
- To prepare and verify the cost estimation for EPCC and LLIs
- To take part in the commercial evaluation and contract negotiation if required
- To control budget allocation in compliance with approved WP&B
- To get cost approval for EPCC and LLIs from MCT (Ministry Cost Team)
- To check/expedite the invoice and submit payment request to Finance Dept
- To suggest the payment and invoice submission per Company net cash status
- Provide cost control and planning advice to the internal PMT team as and when required
- Provide costing interface to all internal Company departments associated with the project
- To close contracts payment when all conditions are met
- To provide assistance on audit, providing explanations, supporting documents, audit issues closeout
- To advise and supervise PMC staff in budget and cost issues
- Attend project meetings and discussions with the PMT and external clients
- Perform project costing related reporting to the team and management’s review on a monthly basis
- Producing regular cost reports and advising Manager of any forecast cost overruns as soon as possible to allow corrective actions to be taken in a timely manner
- Producing Highlighting cost areas of concern and suggesting areas of improvement
- Maintaining comprehensive accessible registers of financial approvals, variations and change orders
- Liaising with the finance department with regards to establishing monthly evaluation of work done, goods received and services rendered for invoice preparation and verification
- Ensure that all cost related work is in compliance with procurement contract(s)
- To take lead to focus on audit from FPs and BOC and coordinate needful resource
- To carry out other works as advised by managers
COMMUNICATIONS & WORKING RELATIONSHIPS
Internal:
- Budget issue with company’s Planning Dept and finance, audit
- Team Leaders and Finance Departments for budget and cost issues
- Contract and Planning for work status and issues to be decide or settled by Manager or higher-level management
- Communicate with Company’s planning and finance department about WP&B and cost recovery
- Frequent contacts with GES, EPC Contractors and LLI Vendors. Monitoring the cost payment and invoice submission
- Regular contacts with PMC
- Communicate with BOC, FPs about audit issues
KEY QUALIFICATIONS
Minimum Qualifications:
- Education in international trade, project management, engineering or economics Proven experience
- Over 7 years’ experience, about 5 years in oil industry, 3 years’ experience in recent large oil fields projects in Iraq.
- Demonstrated experience in USD 100 million plus capital projects.
- Good knowledge of office software and OA application
- Fluency in English oral and writing, understanding and spoken
- Demonstrate strong interpersonal, communication and presentation skills
- Strong analytical and problem solving skills and meticulous
- Possess good project background
- Proactive working style and with team work spirit is essential
