mselect is looking to hire a Site Manager for an international energy client in Basrah, Iraq. Candidates must have 8 - 10 years of relevant experience. Fluency in English and Arabic is a must.

JOB OBJECTIVE
Based on the construction site, in Iraqi, Basra, the Site Manager has core responsibility in the management of the construction activities being executed on the site Reports directly to the Project Director

ACTIVITIES
  • The Site Manager is responsible for overseeing and managing all construction activities for the Transmission Provider Interconnection Facilities (TPIF) project, comprising one GIS Grid substation and four Overhead Transmission Lines.
  • The Site Manager is the primary responsible person for all activities performed by the EPC Contractor, Company supervisors, and all project stakeholders.
  • The Site Manager establishes liaison with both the HSE Manager and Security Manager to ensure that activities are performed and delivered as per HSE standards, with required quality, on time, and in safe conditions.
Project Construction Management:
  • The Site Manager is the main authority on-site, acting as the deputy to the Project Director, with primary responsibilities including but not limited to the coordination and supervision of Grid Substation and Overhead Transmission Lines Construction Managers
  • Maintain comprehensive knowledge of EPC, GTIC, Owner Engineer, Independent Consultant contracts, and other Project contracts and Agreements
  • Ensure that construction activities adhere to project schedules, specifications, quality, budgets, and safety objectives and standards
  • Accountable for managing site logistics, including material deliveries, equipment allocation, subcontractor coordination
  • Conduct regular site inspections and meetings, monitor site progress, and enforce strict adherence to health, safety, and environmental regulations. Address issues to the Project Management Team (PMT)
  • Responsible for maintaining detailed site records and reports, ensuring that Contractors and Company site supervisors are equipped with necessary and adequate Personal Protective Equipment (PPE) to perform the works
  • Act as the main point of liaison on-site, interfacing with the Iraqi Affiliate, Contractor Site Management, Regulatory authorities, and other project stakeholders
  • Promote an integrated site team to supervise the EPC Contractor's construction progress and quality of works until energization
  • Ensure the quality of works together with the QA/QC Manager by attending necessary inspections, raising non-conformities, and following up on the resolution of quality issues
Schedule Management and Reporting:
  • Ensure that Project site progress aligns with project planning
  • Develop detailed site project schedules and task execution sequences, ensure correct resource and equipment allocation, monitor material quality and deliveries
  • Supervise and provide guidance to Construction Managers, crews, and subcontractors in terms of project progress and planning
  • Prepare and submit daily, weekly, and monthly reports to the Project Director
  • Provide the Contract Manager with all necessary elements to prepare contractual communications/notifications, build commercial/contractual claims, and approve EPC Contractor invoices
  • Control the Site Personnel on Board (POB) and report daily to the Affiliate
  • Manage the site planner to build necessary KPIs for construction activities and follow up on actual progress versus planned
  • Ensure that critical activities are executed according to schedule, look for opportunities to create margin within the critical path, and analyse the works and impose optimizations towards the Contractor where possible
  • Evaluate and approve all recovery plans for delayed activities to secure the overall schedule remains as initially planned
  • Daily management of on-site personnel, such as hours present, activities performed, absences, for the personnel reporting directly
  • Manage priorities and allocate resources effectively to meet critical construction deadlines.
  • Propose site solutions to avoid progress impact and change order requests
Safety Management and Compliance:
  • Implement and promote a robust safety culture and procedures, developing and enforcing a comprehensive site safety program aligned with company rules and standards
  • Establish clear safety protocols, rules, and standard operating procedures for all work activities
  • Ensure that all tasks are supported by risk assessments to identify potential hazards, implement control measures, and develop method statements for safe execution
  • Ensure adequate safety signage, barricades, and personal protective equipment (PPE) are provided and used properly
  • Supervise and monitor safety practices, promoting the Safety Stop Card program
  • Conduct regular site inspections and safety audits to identify and address any non-compliance issues
  • Enforce disciplinary actions for safety violations to reinforce a culture of compliance
  • Investigate incidents, accidents, and near-misses to determine root causes and implement corrective actions
  • Ensure comprehensive site-specific safety orientation and training are organized for all workers and subcontractors
  • Organize regular toolbox talks and safety meetings to discuss hazards, procedures, and reinforce safety awareness before starting site activities
  • Ensure proper maintenance of safety documentation, including permits, inspections, and records
  • Communicate safety updates, changes in regulations, and best practices to the project team
  • Verify that subcontractors comply with site safety rules and their own safety programs
  • Ensure equipment, tools, and machinery are properly inspected, maintained, recorded, and operated safely
  • Review safety performance metrics and implement continuous improvement initiatives
Communication and Coordination:
  • Strong leadership, communication, and problem-solving abilities
  • Ensure clear and effective communication between various teams, subcontractors, and stakeholders on site
  • Resolve conflicts and misunderstandings arising from poor communication.
Team Management and Leadership:
  • Foster a positive and productive work environment on site
  • Resolve conflicts and implement appropriate solutions

CONTEXT AND ENVIRONMENT
  • Project site is in Basra, Iraqi and Site Manager is a resident position. Maximum project Manager in Basra, representing the project Director in the and outside if necessary
  • Accountable for overall site management including site mobilization, scope execution, planning, safety, construction cost, quality and schedule commitments through risk assessment-based evaluation of complex technical and execution issues that may have a significant commercial impact on overall project execution

KEY ACCOUNTABILITIES
  • Construction activities performed without LTI, as specified, without major non-conformities, on cost and on time
  • Definition of relevant KPIs for the construction phase
  • Reduce exposure to claims from the EPC Contractor and ensure best construction outcome.
  • Active part in building personnel safety, construction integrity and respect of the environment by promoting HSE awareness at all levels through exemplary and pro-active attitude.
  • Accountable for demonstrating, individually, an exemplary behaviour with regard to HSE rules & requirements

KEY QUALIFICATIONS
  • A bachelor’s Degree in any discipline of Engineering
  • 8-10 years of progressive experience in construction Power plant site management, preferably with prior experience managing Over Head Transmission Line and or GIS Substation projects.
  • EPC background and experience is a must and a minimum of 1 project construction completed.
  • Be knowledgeable on international standards and 'best practice' in relation to construction.
  • Be knowledgeable on environmental legislation and good industry practice in relation to construction works
  • IT proficiency, in particular, MS Word, MS Excel, or similar
  • Fluency in English and Arabic
