Job Purpose
Based on the construction site in Basra, Iraq, the Site Planner is the core responsible individual for planning activities related to the construction of 4 Overline Transmission Lines (OHTL) and one Gas Insulated Grid (GIS) substation.
Key Responsibilities
- Develop a comprehensive project schedule that outlines all tasks, milestones, and dependencies to ensure timely project completion
- Ensure planning activities are executed without delays, within budget, and in compliance with safety and quality standards
- Define and monitor relevant KPIs for the site planning phase
- Support in reducing exposure to claims from the EPC Contractor by ensuring precise and detailed planning
- Promote HSE awareness at all levels through proactive and exemplary behaviour regarding HSE rules and requirements
Activities
Project Planning and management:
- Develop and maintain detailed project schedules for the construction of the OHTL and GIS substation, ensuring alignment with overall project timelines and objectives
- Coordinate with the Project Control Manager to integrate site plans with overall project plans and schedules
- Work closely with the OHTL and GIS Substation Construction Managers to ensure that site planning activities are well coordinated and executed efficiently
- Work Breakdown Structure (WBS): Break the project into manageable components and define the scope of work for each component
- Task Sequencing: Identify the logical order of tasks, including dependencies and constraints
- Schedule Development: Create a Gantt chart or similar visual representation of the project schedule
- Milestone Planning: Define key project milestones and deliverables
- Resource Allocation: Assist the construction manager to define the resource assignment (labours, materials, equipment) to tasks
- Monitor material deliveries and quality, ensuring timely availability for construction activities
- Assist the Site Manager in managing site logistics, including material deliveries and equipment allocation
- Conduct regular site inspections to monitor progress against the project plan, identifying potential delays and proposing corrective actions
- Prepare and submit daily, weekly, and monthly progress reports to the Site Manager Develop and track Key Performance Indicators (KPIs) for site planning activities, ensuring timely completion of critical tasks and project milestones
- Collaborating with Site Manager to develop financial measures report required for project, including maintain the invoices tracking reports for approvals
- Act as the main point of contact for site planning-related issues, interfacing with the Site Manager, Project Control Manager, OHTL, and GIS Substation Construction Managers
- Facilitate clear and effective communication between various teams, subcontractors, and stakeholders on site
- Coordinate and participate in regular site meetings to discuss progress, address issues and record of the minutes of meetings, and coordinate activities
- Coordinate with procurement team for the delivery plan in line with project schedule
- Conduct risk assessments for site planning activities, identifying potential hazards and implementing control measures
- Prepare and maintain weekly regular submission of live root cause analysis report; addressing delay reason, effected activity, successor activity, number of days for delays, forecast start and finish dates in accordance with the detailed project schedule
- Develop recovery plans for delayed activities to ensure the overall project schedule remains intact
- Ensure that all planning activities adhere to health, safety, and environmental regulations
- Maintain detailed site planning records and reports, ensuring accuracy and completeness
- Ensure compliance with all project contracts, agreements, and relevant legislation
- Support the Site Manager in preparing contractual communications and notifications, building commercial/contractual claims, and approving invoices including invoices contractual supporting documents
- Coordinate and maintain document management system at site level and ensure to have the recent deliverables available for construction purposes
Requirements
- Bachelor’s degree in engineering or related discipline
- 5-7 years of progressive experience in construction site planning, preferably with prior experience in Overhead Transmission Line (OHTL) and/or GIS Substation projects
- EPC background and experience in at least one completed project construction
- Knowledgeable in international standards and best practices related to construction
- Proficient in project management software and IT tools, particularly PRIMAVERA, MS project, MS Word, MS Excel, Power BI and Power Point
- Fluency in English and Arabic
