mselect is looking to hire a Sr. Operations Engineer for an oil and gas client in Dhahran, KSA. Candidates must have a minimum of 15 years of relevant experience. Fluency in English is a must, Arabic is a plus.

JOB OBJECTIVE
We are seeking a Sr. Operations Engineer who has a strong chemicals background to join East Hub Division of the LTC Business & Project Development Department to perform optimization of the existing refinery and chemicals sites integration; evaluation and selection of licensors for refinery upgrader complex, pure gas Ethane Cracker, Mixed Feed Steam Cracker, C4+ co-products and pygas based Aromatics Complex while ensuring safety and environmental compliance Sr. Operations Engineer will be part of the Project Development & Technology team reporting to the Manager and work closely with other refinery and chemical engineers. The candidate will ensure implementation of work in accordance with the project scope, set plans, and handle contingencies that arise during execution.

KEY QUALIFICATIONS:
  • A successful candidate must hold as a minimum a Bachelor degree in Chemical Engineering from a recognized and approved program
  • A minimum of 15+ years of experience with a focus in the Refining & Chemicals business and their integration
  • Candidate will need to have a previous experience in the Project Engineering, Design and Execution for refinery and chemicals plants
  • Refinery-Chemicals integration management experience
  • Refinery operation experience and familiarity with residue upgraders
  • Ethane, Mixed Feed Steam Cracker, derivatives and aromatics process licensor selection & technology analysis experience
  • Understanding chemical process yields & qualities
  • Thorough understanding of economics & capital efficiency
  • Chemicals facility scope basis development experience
  • Refinery or chemicals capital project development experience, especially Pre- FEED/FEED development experience
  • Understanding molecule optimization and synergy integration

KEY RESPONSIBILITIES:
  • Evaluate and screen a range of technology options to be used for defining the Baseline Configuration.
  • Align level of detail needed and sources for technology input for LP evaluation, opex, major considerations for facilities scope
  • Review the details and inputs for technology option and outputs from LP model including process yields & qualities, opex
  • Define the Process technology road map and the timeline to engage with the technology licensors/providers
  • Outline Pre-FEED/FEED plans and deliverables related to facility design basis
  • Lead the evaluation of the technology options and the screening process
  • Provide technical inputs on the selected technologies and sensitivity cases
  • Identify 3rd party opportunities
  • Liaise with the 3rd party vendors/suppliers to obtain the information
  • Work with the licensors to develop and analyze commissioning, pre-start-up and start-up activities and sequencing for refinery and chemicals complex to support a proper planning and flowless operation
  • Participate in all required hazard studies and analyses such as HAZOP
  • Support Government Engagement workstream & GHG Abatement Readiness workstream in terms of technical documents development, technology assessment, capital efficiency
