Job Purpose
The Supply Chain Manager has core responsibility in the monitoring and control of the procurement activities related to the project (performed by the EPC Contractor and/or directly by the project company).
Key Responsibilities
- Accountable for effective and permanent monitoring of the progress of the procurement activities and timely preparation of procurement register, related KPIs and corresponding sections of the weekly and monthly reports
- Accountable for the effective monitoring of the resolution by the EPC Contractor of quality issues and/or technical deviations during manufacturing
- Accountable for effective coordination with all areas to collect necessary information, to plan factory inspections and tests, to manage issues during procurement and to support project management & construction teams
Key Activities
- Ensures the implementation of all the requirements related to procurement, transportation and storage of the material in compliance with Owner’s specifications and guidelines
- Is fully aware of the PPA, EPC Contract, Owner’s Engineer Service Agreement, O&M Agreement and various Project Agreements
- Coordinates internally with the relevant entities the necessary qualification of suppliers and subcontractors, as per TTE policy and contractual requirements
- Ensures that Owner’s requirements under the EPC Contract have been properly considered by the EPC Contractor in its subcontracts (review of the subcontracts with suppliers)
- Ensures that all requirements regarding factory testing and FAT under the EPC Contract are integrated in the subcontracts with suppliers, he/she coordinates with TTE/IPO or other TTE personnel and/or third parties the attendance to factory inspections and FATs
- Monitors the manufacturing of the main equipment, tracks all quality issues and deviations that may be reported by the EPC Contractor or the Owner and ensures that the supplier has submitted and implemented necessary action plan to remedy such issues or deviations
- Monitors and ensures the proper management by the EPC Contractor of the shipment of equipment for that matter, he/she will liaise with the EPC Contractor’s shipping company to keep track of shipments
- Manages and supports the EPC Contractor on the customs clearance process by liaising with TTE team members, relevant authorities, EPC contractor and, when necessary, suppliers he/she is responsible to clearly define the process to follow, monitor that such process is properly implemented by the parties responsible for and correct any deviation
- Monitors and follows the inland transportation and arrival on site of the equipment (including special transportation permits to be obtained by the EPC Contractor, if necessary)
- Liaises with the Owner’s construction team to provide necessary visibility on the material arrivals on site
- Manages vis-à-vis the EPC Contractor and suppliers, together with the Owner’s Quality Manager, all the non-conformities and quality issues related to the equipment that are reported at the arrival of the material on site
- Ensures that all necessary insurance for transportation and material handling are placed by the EPC Contractor and follows any claim that may be raised by the EPC Contractor following transportation and/or material handling accidents
- Tracks and follows all the steps of the procurement process managed by the EPC Contractor for all the equipment (including spare parts), from CFT to arrival on site (including PO issuance, manufacturing clearance release, FATs, different stages during the shipping, etc…) he/she is responsible of the Project Procurement Register and ensures its regular update by the EPC Contractor and the consistency with the project schedule
- Supports the Project Control Manager on the reporting of the procurement progress and KPIs and any matter related to procurement
- Supports the Owner’s construction team on site on any matter related with the equipment tests in factory and FATs
- Formalizes the lessons learned and best practices during the execution of the project and supports the PEM in the restitution of such lessons learned at the end of the project
Requirements
- Bachelor’s Degree in any engineering or logistics discipline
- Project Management Professional (PMP) or equivalent certification is preferred
- A 3-5 years of experience in similar positions in the energy sector preferably
- Knowledge of manufacturing, in-factory quality inspection, shipping customs clearance international standards, good industry practice and environmental legislation in relation to construction
- Ability to work in a fast-paced environment under tight deadlines and demanding clients
- Capacity to integrate a team and collaborate with all members with a constructive approach
- IT proficiency in Microsoft Office Word and Excel
- Fluency in English with strong written and oral communication skills
- Availability to travel abroad
