mselect is looking to hire a Wells HSE Supervisor for an international oil and gas operator in Basrah, Iraq. Candidates must have 4-7 years’ HSE job experience within the oil and gas industry preferably drilling and exploration. Fluency in English and Arabic is a must.

Job Purpose
The Wells HSE Supervisor is responsible for providing HSE leadership and support to line management and coaching to new employees and Iraqi National staff across large number of Drilling facilities, associated CWI activities within the Wells Department areas. This is a field-based role and will require the successful candidate to be an effective HSE Leader and agent of change in a challenging multi-cultural environment, which encompasses different perceptions and understandings of HSE. This role actively supports the implementation of safety programs and initiatives in support of safe delivery of Wells operations jointly with the contractor community. HSE Supervision of the Wells Operations Team (Drilling, Hoist and CWI) and contractor operational teams that plan and execute WELLS activities and to assist the Wells HSE Lead in data collection, organization, and implementation of safety and health and environmental programs and record keeping as they pertain to the company policies and promote HSE culture in Oilfield Field Services.

Key Responsibilities
  • Oversee and supervise Drilling, Hoist and CWI activities cross the field through manage a wells HSE team
  • Promote and disseminate Health and safety best practice and lateral learning Actively share lessons learned from site visits, audits and investigations with Wells team to drive improvements Use reflective learning from observations and incidents to eliminate repeat incidents on site
  • Provides HSE oversight for field operations for Wells and non-rig work activities in Oilfield
  • Emergency response; testing of effective readiness to deal with emergency response in the TMC Camp and Rig sites
  • Training and coaching of site personnel on HSE rules and requirements
  • Follow up adherence to HSSE policies and the application of the Life Saving Rules, Safety Critical Standards, PTW, CSSS and other procedures
  • Ensure contractors comply with relevant AoS safety procedures and legal standards
  • Maintain monthly reporting statistics for performance
  • Direct contractor HSE resources to provide optimum coverage areas and activities where it matters most based on HSE exposure and risk
  • Workday to day with the Well site lead
  • Assist with the execution, and follow through of the audit program as it applies to Well Engineering activities
  • Facilitate or participate in risk assessment activities
  • Monitoring of the permit to work system
  • Drive all aspects of the incident and near miss reporting, investigation, follow up and support the quality closure of actions
  • Carrying out regular workplace inspections
  • Carrying out scheduled inspections of all emergency and lifesaving appliances aboard the Rig
  • Knowledge of the Rig emergency response plan and emergency procedures
  • Complete daily, weekly and monthly HSE Reports
  • Carry out weekly safety meetings, record and distribute minutes of same
  • Participation in company scheduled training and safety activities
  • Promotion of safe working practices

Requirements
  • Degree / College graduate in a technical discipline, or Technical Certificate or Diploma or NEBOSH and or equivalent qualification
  • HSE trainings; PTW, NORM, CSE, Authorized Gas Tester, WAH, Excavation and trenching, Emergency Response, Supervisor & Leadership Training, Incident investigation techniques
  • 4-7 years’ HSE job experience within the Oil & Gas industry preferably drilling and exploration
  • Knowledge of IOGP standards
  • Experience in incident investigation and report preparation
  • Active involvement in implementing PTW system
  • Experience in developing and implementing Risk Assessment
  • Proven ability to work with contractors working in a weak HSE culture environment
  • MS Office: Excel – Intermediate, Word – Intermediate, Power Point – Intermediate
